Background and Rationale

 

Local communities are the driving force of a sustainable society and a crucial part of achieving the Sustainable Development Goals (SDGs). With a view to strengthening its support to communities in the Asia-Pacific region in their efforts to advance towards the SDGs, UNESCO Bangkok launched the project ‘Promoting Community-based Education for Sustainable Development’. The aim of the project is to enhance the capacities of community-based, adult and/or non-formal educators to support communities in embedding learning in their pursuit of sustainable development by bringing the whole community together to reflect on and address their issues and concerns from sustainability perspectives.

A conceptual framework named ‘Reflect-Share-Act[1] and learning modules for this process were developed through the implementation of pilot projects in five countries in the region: India, Japan, Lao PDR, Mongolia, and Philippines. The pilot project in the Philippines was undertaken by several universities in the Visayas region including Cebu Normal University, Cebu Technological University and Philippine Normal University – Visayas, led by the University of San Jose – Recoletos.

SCOPE OF ASSIGNMENT

Scope of Assignment

 

Under the overall authority of the Director of UNESCO Bangkok, the supervision of the Chief of Section for Educational Innovation and Skills Development and direct guidance of the Programme Specialist, Future of Learning Team, the individual consultant shall undertake the following tasks to write an article about the project experience in Visayas, Philippines in close consultation with the project team in the country. .

 

  1. Collect and analyze materials and stories needed to write the article under the advice of the project team in the Philippines, including through the following activities.

1.1 Seek the advice of the project team to obtain an overall understanding of the project process and experience;

1.2 Obtain relevant documentation and records from the project team and review and analyze them, including through gender analysis;

1.3 Interview project team members;

1.4 Interview selected project participants;

1.5 Interview relevant partners.

 

  1. Write an article in English about the project experience in Visayas, Philippines in the style of a human-interest feature story in a magazine. The article shall:  

2.1 be geared toward the general public. It should be devoid of jargon and written in a way for non-specialists to read and understand it easily.

2.2 feature the voices and experiences of individuals who participated in the project.

2.3 impress upon the reader the following.

2.3.1 The viability of the ‘Reflect-Share-Act’ approach to understand and engage with the concept of sustainable development;

2.3.2 The various ways and moments in which different aspects of ‘Reflect-Share-Act’ manifest in the project participants’ experiences;

2.3.3 The critical importance of bringing the whole community together to inspire and enable Education for Sustainable Development as an ongoing and dynamic learning process.

2.4 be about eight A4 pages single spaced using a size 12 font and ‘Normal’ margins in MS Word.

DELIVERABLES AND TIMEFRAME

Deliverables and Timeframe

 

All deliverables shall be submitted to UNESCO Bangkok in English. The individual consultant is expected to submit the following deliverables to UNESCO Bangkok for its approval.

  • An initial draft by 23 September 2020.
  • Second draft by 5 October 2020.
  • Final draft, incorporating and reflecting all the comments received from UNESCO Bangkok, by 12 October 2020.

 

Location

 

The consultant shall be based in her/his usual place of work.  

 

Fees

 

Up to US$3000 depending on qualifications and experiences.

Costs for transport, equipment, supplies, and utilities required to undertake the assignment shall be included in the consultant fees and shall not be reimbursed separately.

Education: University degree in education, social sciences, journalism, communication, or other related fields.

Language: Excellent written English, excellent Filipino.

Experience: Minimum 3 years of work experience in writing for media outlets and/or public information in the field of education and other social sectors.

DESIRABLE QUALIFICATIONS

Ability to speak and understand local languages.
