OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Executive Secretary of the Intergovernmental Oceanographic Commission of UNESCO and the direct supervision of the Head of the Tsunami Unit, the incumbent will organise the implementation of the programme of work for the Intergovernmental Coordination Group (ICG) for the Indian Ocean Tsunami Warning and Mitigation System (IOTWMS). In addition, he/she will be responsible for the following activities: 

•    Head the ICG/IOTWMS Secretariat in Perth and provide leadership in developing, implementing, and coordinating services, scientific and technical support to the Intergovernmental Coordination Group for the Indian Ocean Tsunami Warning and Mitigation System (ICG/IOTWMS), including back-up and coordination of its Working Groups and Officers, as well as other relevant projects and programmes carried out within the ICG/IOTWMS frameworks.
•    Organise the implementation of the ICG/IOTWMS programme by: (a) monitoring the implementation of work plans and related extra-budgetary projects and advising of status and development; (b) preparing reports, memoranda and other substantive documents; (c) compiling strategic plans and other documents necessary for the overall implementation of the work plans; (d) liaising with relevant regional subsidiary bodies of the IOC on ICG/IOTWMS related matters; (e) reviewing relevant literature and identifying emerging issues.
•    Raise extra budgetary funds for IOTWS activities and ensure competent, coordinated and transparent management of the resources put at the disposal of the IOC by Member States, including coordination of field missions, organization of related training activities, meetings and workshops, including provision of regular substantive implementation status reports both to donors (in cooperation with UNESCO's office for Extrabudgetary Funding Sources ) and to IOC Governing Bodies and Member States.
•    Undertake capacity development in tsunami warning systems and preparedness, as part of the cross-cutting Capacity Development programme of IOC by: (a) coordinating the contribution of Working Groups to develop guidelines and standards and transfer of knowledge through trainings, manuals and guidelines in close collaboration with other relevant partners and programmes within and outside UNESCO; (b) supporting and coordinating efforts for the reinforcement of capacity in Member States in the establishment of Tsunami Warning Systems as part of the cross­cutting Capacity Development programme of IOC, and with national, regional and international organisations and institutions.
•    Supervise and manage staff in the ICG/IOTWMS Secretariat office in Perth.

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (Master or equivalent) in earth, ocean sciences, disaster management, or related fields.

Work Experience

  • At least 10 years of progressively responsible work experience in management and coordination of research and/or project work (including staff) in the field of marine sciences, of which at least five years of experience at the international level.
  • Previous experience working with the scientific community, and with government representatives and officials.
  • Previous experience in resource mobilization.
  • Previous experience in supervising and managing team.
  • Research or operational experience on Tsunami Warning Systems.

Skills

  • Familiarity with ocean observing techniques, warning generation, services development and dissemination.
  • Good understanding of intergovernmental cooperation.
  • Flexibility and ability to address multiple tasks simultaneously.
  • Strong management skills and ability to lead and supervise staff.
  • Excellent inter-personal skills with ability to communicate effectively with a network of experts; capacity to develop, motivate, and maintain a network of contacts.
  • Excellent written and oral communication skills, ability to communicate effectively and persuasively both orally and in writing, with strong representational abilities.

Languages

  • Excellent knowledge (written and spoken) of English.
DESIRABLE QUALIFICATIONS

Work Experience

  • Experience within the UN System or other international organization.
  • Experience in disaster management, community safety awareness and/or development planning.
  • Experience in website management and/or newsletter development.

Skills

  • Knowledge of UNESCO administrative procedures.

Languages

  • Knowledge of other official UN languages.
