Overview of position
IOM Afghanistan is one of the largest IOM missions worldwide with a continuous presence in country since 1992.
 
Role objectives
Under the direct supervision of the Protection Officer in Kabul, the Protection Information management and M&E Worker will be responsible for:

Protection Information Management:
  • Participate in data collection, management and analysing of protection information to support the humanitarian returnee response for Persons with Specific Needs.
  • Develop and Maintain IOM database on post-arrival protection assistance and case management, including administration of database structure and end-user web interfaces, using industry standard design principles and principles and patterns to attain high re-usability and maintainability.
  • Assist in rollout of software application for use by field staff.

Monitoring and Evaluation:

Assist the Protection Officer in development of an M&E toolkit including templates for baseline and endline surveys and regular reporting including situation reports, follow-up report and lesson learnt reports.
Provide guidance and capacity building to IOM protection field staff to ensure effectiveness of M&E toolkit
Liaise with other agencies/NGOs/government bodies and UN agencies to ensure coordination, implementation of common standards in the field and consideration of M&E in the protection programme, included assistance to Protection Project assistant with AWAAZ coordination.

Planning and reporting:

Assist Protection Information Assistant with internal and external weekly and monthly reporting
Assist in designing and developing dashboards and reporting solutions using various visualization techniques.

Management:

Direct line management of Protection Monitoring and Case Management Workers under the overall supervision of Protection Officer, including providing technical support, capacity building and MHPSS support to field staff.

Perform other duties assigned by the supervisor.

Technical

Good knowledge on the migration issues within Afghanistan and the reasons why people migrate.
Solid Knowledge of what IOM is doing in Afghanistan for migration and specifically for the undocumented Afghan returnees.
Experience in SQL Server 2017, ASP.NET MVC 5, ASP.NET Core 2.x, ASP.NET Web APIs, ADO.NET, Entity Framework 6, Entity Framework Core, REST APIs, HTML, CSS, JavaScript, Ajax, jQuery and JSON.
Sufficient Knowledge of Protection and M&E
