Chief of Party, Georgia New Governance Activity

Location: Tbilisi, Georgia

Description: DAI seeks a Chief of Party (COP) for the anticipated USAID/Georgia New Governance Activity. USAID’s new good governance program will continue supporting the GOG to implement major directives of public administration and parliamentary reforms. The activity will prioritize addressing issues of accountability at the central level by strengthening oversight function of the Parliament, improving performance of State Audit Office and advancing open governance and anti-corruption reforms.

Responsibilities: The COP oversees the implementation of all program activities and provides high quality technical and strategic leadership, managerial oversight, and administration of the project. The COP serves as the primary project liaison to USAID and local stakeholders and is accountable for the achievement of results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met. S/he is responsible for upholding financial and contractual compliance as well as leading technical direction for the program.

Minimum Qualifications:

· Master’s degree in political science, public administration, public policy, law, social science, international studies, or a related field

· Subject matter expertise and a demonstrated experience in transparency and accountability systems strengthening, parliamentary strengthening, open governance, anti-corruption reform, public administration reform, At least five (5) years of experience as a Chief of Party, Program Director, Team Leader, or equivalent leadership position in the implementation of USAID or international donor projects

· Demonstrated leadership skills related to complex program management, including multiple program components, relevant budget and personnel management, motivating and supervising team efforts, program planning, monitoring and evaluation, and achieving success in complex environments;

· Demonstrated ability to manage program coordination, including host country government relations, client satisfaction, and integration with other USG projects

· Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, and other counterparts and clients;

· Excellent interpersonal and intercultural skills with a demonstrated ability to lead and work effectively with a wide range of diverse staff and stakeholders

· Strong communication skills – both written and oral – in English required

Preferred Qualifications:

· Experience living and working in Georgia or other countries in the Caucasus region

· Knowledge of USAID policies and procedures

· Fluency in spoken and written Georgian and/or Russian
