Job summary
You will manage and provide technical oversight and team leadership for country program (CP) in ensuring commodity compliance for the Resilience and Food Security Program (RFSP) funded by USAID Food for Peace (FFP) in Greater Jonglei. You will ensure that effective and donor regulatory compliant systems and processes are in place that support high-quality management, accounting, programming, targeting and utilization of food commodity, thus advancing CRS’s work in serving the poor and vulnerable. Your commodity operations and inventory management skills and food accounting knowledge will ensure that the RFSP delivers high-quality, compliant, transparent and accountable management of USAID Title II donated food commodity and continuously works towards improving the targeting, accountability and impact of its food transfers- based programming. You will also contribute to transparent management of donor resources by enhanci ng the systems for the management of program and operational NFIs in RFSP’s warehouses. You will report directly to the CoP providing timely reporting, and recommendations on the compliance of the RFSP on all aspects of USAID food commodity safety, management, operations, targeting, utilization and accounting.

Basic Qualifications
* Master’s degree in development, management, accounting or related field required. Additional experience may substitute for some education.
* Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of Commodities.
* Preferably, a minimum ten years’ experience in field-based, direct implementation of food commodity operations management, warehousing and distribution management, commodity accounting, food transfer programming and commodity accounting under USAID Title II.
* Experience in managing moderately complex projects preferably with an international NGO.

Required Languages - English

Travel: Must be willing and able to travel up to 60% of the time.

Knowledge, Skills and Abilities
* Demonstrable knowledge to a high level of USAID’s rules and regulations including Title II food governing regulations (Reg 11), policies and procedures.
* Knowledge and implementation experience of CRS policies and systems for inventory management and reporting.
* Knowledge of and extensive experience in overseeing port operations, transit warehousing, marine surveying, clearing and inland transportation and distribution systems for USAID Title II commodity.
* Demonstrable knowledge and understanding of generally accepted commodity accounting principles and supply chain management and inventory principles.
* Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions.
* Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
* Good training a nd facilitation skills with staff who have basic English language skills.
* Proactive, resourceful, solutions-oriented and results-oriented.

Preferred Qualifications
* MEAL skills and experience required.
* Staff management experience and abilities that are conducive to a learning environment.
* Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
