Org. Setting and Reporting

This position is located in the Environment Section, Office of the Under-Secretary-General in the Department of Operational Support. The Programme Officer reports to the Chief of the Section. The focus of this position is to lead the implementation, monitoring and evaluation of programmes, operations and other activities in an assigned functional area of environmental management.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

•Develops, implements and evaluates assigned programmes/projects, specifically, the implementation of the UN Environment policies and strategies ; monitors and analyzes programme/project development and implementation; develops and monitors reporting mechanisms and processes, reviews relevant documents and reports, such as mission environmental objectives and plans for waste, wastewater, and energy management plans, wider impact and environmental management systems ; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. Also reviews other DPO and DOS guidance documents, other publications and proposed requisitions, statements of work and statements of requirement for good and services to mainstream environment.

•Contributes to the development of Environmental Management Systems within the UN Secretariat.

•Researches, analyzes and presents information gathered from diverse sources; including current and new environmental practices.

•Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, recommends policy revisions and changes to procedures.

•Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. Collects relevant lessons learnt and best practices to improve mission activity. Manages a net based Community of Practice and/or Unite community.

•Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

•Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

•Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. Supports field recruitment of environmental affairs and waste management personnel.

•Leads and/or participates in large, complex field missions, including provision of guidance, budget review and expert advice to field missions on environmental issues to other Secretariat Departments, other UN bodies, specialized agencies, other international organisations and national agencies (particularly those with a presence in the field). Establishes contact with and work with member state Permanent Missions on contributions and support for environment and waste management actions in the field including coordination with the Contingent-Owned Equipment (COE) unit and the Military and Police Advisers on troop and police contingent contribution activities to improve environmental management and reduce waste in the field.

•Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required, including supervising and managing assigned staff.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, management, environment, engineering or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration, or related area is required.
Experience in or in support of a field operation of an international level is desirable.
Experience in the design and implementation of environmental management systems is desirable.
Experience at an international level, particularly in fragile settings, is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
