Chief of Police Development Unit

The general minimum requirements for working with the OSCE are:

• Excellent physical condition
• Possession of a valid automobile driving license and ability to drive using manual transmission
• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

The general minimum requirements for working in this field of expertise are:

• Graduation from a recognized police training school
• Negotiating and interpersonal skills
• Ability to read and utilise maps
• Ability to perform first aid
• Regular, active police service experience
• Very good oral and written English communication skills
• Knowledge of International Police Standards and human rights

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses on human resources management and general police management

Experience:

Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post

Additionally, this particular post has specific requirements:

Mandatory:

• Graduate of police academy equivalent to a university degree, supplemented by second-level degree in advanced police management and supervision; extensive formal and  managerial  training in other related fields accepted in lieu of the second level degree;
• Professional fluency in English;
• Prior field experience in international police assistance projects, particularly those dealing with  introducing of democratic policing, promoting police-public partnership, building police operational capacities,  especially at the sphere of fighting organized crime, supporting the implementation of  police reform, providing police training, etc.;  
• Extensive general police management experience, including practical management experience in implementing projects related to police reform, democratic policing, preventing and fighting organized crime,  human resources systems in police services;
• Extensive experience in managing large teams and a proven record of effective strategic and operational leadership;
• Good communication, analytical, and planning skills;
• Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds, flexibility, and preparedness to work long hours and to travel to remote areas in the Mission.

Desirable:

• Knowledge of the historical and current political situation of the Mission Area;
• Previous mission experience of similar function in an international environment.

Under the guidance and direct supervision of the Head of Public Safety and Community Outreach Department, the incumbent will be responsible for the overall management of the Police Development Unit (PDU) and the entire police programme, more specifically:

1. Functioning as the main contact on all policy matters related to policing; ensuring that the police component of the Mission is fully aligned with other related work of the Mission;
2. Advising the Head of Department and Mission Leadership on strategic issues related to police affairs;
3. Directing and guiding the implementation of the Police Development Programme in close liaison with line managers under supervision;
4. Supervising over 20 Mission Members in the PDU (international and local), acting as first level supervisor to 2 international and 1 local Mission Member; overall management of the Unit will include providing organizational, administrative, financial and logistical decisions;
5. Planning, implementing and reporting on completion of the OSCE Missions Police Development Programme in accordance with the Missions mandate and the Ohrid Framework Agreement; the incumbent will work in close coordination with the Missions Senior Policy and Planning Officer and colleagues in the Human Dimension Department and the Monitoring Unit who work on related issues;
6. Ensuring an effective expenditure of OSCE Unified Budget and extra-budgetary funds for the Unit, preparing as needed, budget revisions and annual budget submissions for the Head of the Departments consideration;
7. Liaising and developing a good working relationship with key law enforcement officials in the Mission area;
8. Co-operating with international partner organizations to ensure best use of the Units  resources, compatibility of projects and avoidance of duplication;
9. Performing other tasks as assigned.
