The International Potato Center (CIP) is seeking an experienced Program Management Officer with a high level of commitment to assist the CGIAR Research Program on Roots, Tubers and Bananas (RTB) in project management.

RTB is a broad alliance of research-for-development stakeholders and partners. The program is led by the International Potato Center (CIP) in partnership with Bioversity International, the International Center for Tropical Agriculture (CIAT), the International Institute of Tropical Agriculture (IITA), the French Agricultural Research Centre for International Development (CIRAD) and includes a wide spectrum of research-for–development stakeholders. RTB, with its combined scale and capacity, will increase the ability to advance research, share knowledge, and enhance uptake to increase research and development impacts. The purpose of RTB is to tap the underutilized potential of root, tuber, and banana crops for improving nutrition and food security, increasing incomes and fostering greater gender equity – especially amongst the world’s poorest and most vulnerable populations.

The position: This position will be remotely based, potentially short-term travel involved to Lima, Peru, as travel restrictions ease, and as key part of the RTB Program Management Unit, will report directly to the RTB Program Director.

Duties and Responsibilities:

Program Performance Management
  • Advise and support key staff in the participating Centers (e.g. Cluster leaders, Flagship leaders, Center focal points) to ensure effective implementation of program
  • Ensure that the Management Information System used for planning, monitoring and reporting is aligned with the latest CGIAR planning and reporting standards
  • Coordinate the maintenance of the Management Information System and supervise the implementation of any adjustments needed
  • Serve as focal point for all program evaluations
  • Liaise with MEL community of practice

Planning, budgeting and reporting
  • Coordinate the annual planning and budgeting process of RTB and ensure timely preparation and submission of documents to the CGIAR System Office.
  • Monitor the implementation of the plan of work and budget and coordinate any needed update with the program participants
  • Coordinate the annual technical and financial reporting process and ensure timely preparation and submission of documents to the CGIAR System Office
  • Work with finance and grants and contracts officers to ensure timely preparation of budgets, contracts and financial reports
  • Lead timely preparation and submission of annual work plans and reports to CGIAR System Office

Communication and staff oversight
  • Supervise staff under direct responsibility: finance officer, grants and contracts, IT system analyst
  • Co-organize program relevant meetings (e.g. Independent Steering Committee, Management Committee, Flagship Project Leaders, Annual Program Meetings)

Requirements


What are we looking for?

  • MSc most likely in administration, social sciences or development, with ability to speak the language of agricultural scientists
  • 5 years’ experience in program or project management and/or monitoring and evaluation
  • Knowledge of CGIAR planning and reporting processes is required
  • Proficiency in data management tools, particularly those used in CGIAR is required
  • Results oriented person with demonstrated problem solving competencies
  • Ability to deal effectively with complex situations and demands, with internal and external contacts at all levels;
  • Proactive team player capable of engaging principal scientists in updating product portfolios and tracking progress
  • Strong organizational, planning, and team building skills
  • Advanced written and oral communication skills in English

Conditions: The employment contract is subject to funding and will be for a 18 months term with the possibility of renewal. The salary will be internationally competitive, paid in US dollars, and commensurate with experience. The intention is to recruit on a full-time basis, but we could also consider an outstanding candidate who could work part-time (three-day week equivalent).
