Background

In March 2019, the Bureau of International Narcotics and Law Enforcement Affairs (INL) granted funding to the International Development Law Organization (IDLO) to implement Phase 3 of the Enhancing the Institutional Capacity of Prosecutors of the Philippines. This initiative has the overall goal of improving the capacity of the Philippines Department of Justice (PDOJ) prosecutors in handling criminal prosecution. It is also a continuation of IDLO’s cooperation with PDOJ, which began in 2016.

To enhance the competency of the National Prosecution Service (NPS), IDLO will retain an Instructional Designer and E-Learning Developer Service Provider to design an E-learning instructional course for the prosecutors of the National Prosecution Service (NPS) and to provide expert guidance to the NPS onthe conversion of three legal subject matter courses designed for face to face training into blended learning courses.

The IDLO Service Provider, in consultation with IDLO’s E-learning Programs Officer and Information and Communication Technology (ICT) Expert and the PDOJ Technical Working Group (TWG), will design and develop E-learning Courses, based on the module developed by the PDOJ TWGs, using the instructional principles of ADDIE (Analysis, Design, Development, Implementation and Evaluation) and SAM2 (Successive Approximation Model) approach.

The Service Provider will ultimately be responsible for the timely submission of the outputs required under this contract, including the draft and final online training module to IDLO and PDOJ and the conversion by the NPS of the three face to face legal subject matter courses to blended learning courses.

THE ASSIGNMENT

IDLO will require the services of an Instructional Designer and E-Learning Developer Service Provider, who will be expected to report to the IDLO Field Program Coordinator for the PDOJ.  The main objective of the consultancy is to design and develop a pilot E-learning course for capacity-building initiatives of the NPS of the PDOJ and provide expert advice to and guide IDLO Philippines and  PDOJ TWGs in the conversion, design, development, and delivery of three legal subject matter courses previously designed for face to face training to blended learning courses.

The Instructional Designer and E-Learning Developer Service Provider will perform the following duties:

Design and Development of a pilot self-paced E-learning Course

 1.        Representative/s of the Service Provider undertakes to familiarize themselves with IDLO’s Training methodology, including the completion of IDLO’s online Training of Trainers course;

2.       The Service Provider will need to establish how the e-learning content will be delivered to the participants i.e. through an LMS platform; what delivery mode would be the most suitable to the target audience.

3.       To determine the most effective and suitable online training delivery mode, the Service Provider will conduct a needs assessment or analysis to understand the specific needs, degree of computer/technical know-how  and characteristics of the target audience so that he/she may identify the most suitable training delivery modality.

4.       The Service Provider will work closely with the PDOJ TWG to establish the learning objectives and analyze the determined content through meetings with the TWG.

5.       The Service Provider will compose and layout the course by creating visual elements; design of complimentary training resources, instructional strategies and assessment procedures Consistent with IDLO’s training methodology and quality standards.

6.       The Service Provider will develop the course including audio and video edition with animation, according to the selected delivery mode as pre-established.

Required outputs:

  • Needs Assessment/analysis
  • First draft storyboard
  • Second draft of storyboard with screenshots and comments on interaction and types of assessment
  • First functional prototype
  • Final version of the course.

7.   The Service Provider shall present the e-learning course and validate contents through a validation workshop with all key stakeholders.

8.   The Service Provider will incorporate the feedback from the validation workshop and conduct a testing and debugging of the course on the selected platform or chosen web-based portal to be witnessed by PDOJ Leadership, IDLO and INL.

Advisory capacity to IDLO Phil and PDOJ TWGs

 9.  The Service Provider will provide expert guidance and support in the conversion, design, development and delivery of three face to face legal subject matter courses to online blended learning courses of PDOJ.

10.  The Service Provider is expected to provide support by helping to build capacity through coaching sessions/meetings and guide the PDOJ TWGs in converting, designing and developing their blended learning courses.

11. The Service Provider will be expected to be available for consultation with IDLO and the PDOJ TWGs.

12. The Service Provider will provide feedback, suggestions and recommendations on the design and delivery of the online blended learning courses of PDOJ.

13. The Service Provider will oversee the delivery of the online blended learning course of PDOJ.

14.  The Service Provider will be expected at all times to coordinate closely with IDLO through regular coordination meetings and to accept IDLO inputs and guidance.

IDEAL CANDIDATE PROFILE

Education and Work Experience

  •  Certification in E-Learning design/Implementation
  •  At least 5 years’ experience in drafting and developing E-learning courses and blended learning initiatives.
  •  Experience working with Philippine government institutions would likewise be an advantage
  •  Previous experience in drafting and developing training modules would be a considerable asset
  •  Ability to design and develop quality learning solutions to meet organizational needs
  •  Excellent command of graphics, design and multi-media

Languages

  • Fluency in written and spoken English is required.

Specific Technical Competencies:

  • Articulate Storyline, Lectora, Camtasia, Adobe Captivate
  • Experience in working with various Content Management Systems and Learning Management Platforms
  • Audio editing
  • Development of Instructional media
  • Experience with virtual learning tools
  • Experience in instructional design and instructional design methodologies (at least 5 years)
  • Behavioral Competencies of the Representative/s of the Service Provider:
  •  Excellent written and verbal communication skills
  •  Excellent interpersonal skills; ability to work constructively with several internal service departments.
  •  Proven ability to develop and foster remote working relationships.
  •  Proven ability to see through set tasks and deliver results.
  •  Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
  •  Self-motivated, creative and dynamic with a willingness and ability to use initiative
  •  Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

The Services will be performed remotely with visits to relevant offices in the Philippine Department of Justice.
