2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position.

Main Duties
Accountability (key results that will be achieved)
- Solid co-leadership of the Protection Sector as well as the GBV and Child Protection Sub-Groups of the Inter-agency Group on Mixed Migration Flows (GIFMM, as it is known in Spanish) is strengthened at national level, as well as articulation with other Inter-agency coordination mechanisms in place.
- UNHCR's Inter-agency co-leadership on the Protection Sector as well as the GBV and Child Protection Sub-Groups of the GIFMM at national level is strengthened and respected by all partners.
- Protection Sector as well as the GBV and Child Protection Sub-Groups of the national GIFMM leads national planning and operational responses to mixed refugees and migrant issues, coordinates analysis and strategic response on International Protection and mixed refugees and migrant issues, and leads the coordination with the national Government.
- Protection Sector as well as the GBV and Child Protection Sub-Groups of the national GIFMM produces regular, timely and up-to-date information, key messages, and situational analysis.
- Inter-agency guidance and other relevant support to the facilitators of the Education Sector and the CwC working group is provided at national level, including in the preparation of Sector strategies, work plans, budgets and other planning documents which will feed into the Refugee and Migrant Response Plan.
- Effective coordination among the different sectors, including their sub-sectors, is strengthened.
- Technical and operational support to Local GIFMMs, including their sub-sectors, especially as it relates to Protection, GBV and Child protection, is provided and strengthened. 
- Humanitarian standards for the Protection Sector as well as the GBV and Child Protection Sub-Groups is strengthened.
- Lead the preparation of the Protection Sector as well as the GBV and Child Protection Sub-Groups strategy, work plan, budget and other planning documents which will feed into the Refugee and Migrant Response Plan.

Responsibility (process and functions undertaken to achieve results)
- Together with its co-leads and in close coordination with the national GIFMM and the Inter-agency Coordination and Information Management Unit in Bogotá, and the Senior Inter-Agency Coordination Officer, update TORs and related work plans for GIFMM as needed.
- Co-lead the Protection Sector as well as the GBV and Child Protection Sub-Groups of the national GIFMM and ensure coordination with all relevant actors, governmental counterparts, national and local coordination mechanisms, and other stakeholders, following guidance from the Senior Inter-Agency Coordination Officer and the Interagency Coordination and Information Management Unit in Bogota.
- Manage and coordinate production of regular, timely and up-to-date information, key messages, and situational analysis of GIFMM.
- Organise visits, meetings and the annual consultations with relevant governmental donors, as well as for donor missions when required and give appropriate briefings, commentaries for visitors.
- Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
- Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
- Assist in providing comments on existing and draft legislation related to persons of concern.
- Provide advice and guidance on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
- Ensure that international protection needs of persons within the mixed refugees and migrant issues are visible and duly reflected in planning and response within the scope of the Protection Sector as well as the GBV and Child Protection Sub-Groups¿ area of responsibility.
- Operationalize UNHCR's inter-agency policies ensuring its effective response on all aspects of refugee response and maintain an inclusive inter-agency approach.
- Remain well-informed of various multilateral processes, including the UN Reform, UN governance and make timely recommendations to the Representation regarding their value to UNHCR, and possible positions and strategies as it relates to the implementation in the operation.
- Produce regular analysis and progress reports on inter-agency coordination for consideration by the Senior Inter-Agency Coordination Officer.
- Establish and maintain contacts with donors and local organisations to promote general interest and understanding of refugee issues.
- Ensure cross-cutting issues, including gender equality programming, are properly reflected in Sectors/Sub-sectors activities.
- Support the Sectors/Sub-sectors coordinators in organizing presentations, events, workshops, trainings in line with Sector/Sub-sectors work-plans and strategies.
- Facilitate the flow of information between the Inter-Sector and Sectors/Sub-sectors, update and maintain the relevant pages at the UNHCR information sharing portal and other support coordination tools of Sectors/Sub-Sectors, including the calendar of meetings, uploading of documents, updating sector relevant information and member information.
- Undertake other related activities as necessary.

Authorities (decisions made in executing responsibilities and to achieve results)
- Represent the GIFMM in Inter-agency fora, and with external counterparts at relevant fora, and at the appropriate level.
- Maintain and promote relations and partnership, at appropriate level, with Inter-agency partners, local governmental counterparts, and other stakeholders.
- Produce a high-quality Inter-agency coordination strategy and update documents for consideration by the Senior Inter-Agency Coordination Officer. - Verbal and written fluency in both Spanish and English The Senior Inter-Agency Coordination Associate (Protection) is a member of the Inter-Agency Coordination and Information Unit. S/he reports to the Senior Inter-Agency Coordination Officer. The incumbent receives regular guidance and advice from the supervisor. S/he participates in meetings/working groups related to the Inter-agency Group on Mixed Migration Flows (GIFMM, as it is known in Spanish), co-leads the Protection Sector as well as the Gender Based Violence (GBV) and Child Protection Sub-Groups. The incumbent also provides support on coordination work to the Education Sector and to the Communication with Communities (CwC) working group. - Completion of secondary education with post-secondary certificate/training in International Law, Political Science, Social Science, International Relations, Communications and Information or any other related field.
- 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher. Knowledge of UNHCR and interagency policies, standards, programmes and humanitarian operations in operational context.
- Knowledge of international protection and mixed refugee and migrant movement issues, cross-border displacement and durable solutions.
- Demonstrated high level of tact, diplomacy and negotiation skills to navigate complex inter-agency context and to contribute to consolidating UNHCR/IOM co-leadership and coordination, particularly in relation to the Venezuelan influx.
- Demonstrated coordination and inter-personal skills.
- Demonstrated team management skills.
- Drafting skills and strong ability to collect, analyze, and communicate information in written/oral formats.

- Solid experience in humanitarian coordination (including but not limited to interagency coordination) is an asset.
- Emergency response experience is an asset.
- Previous experience in intersectorial collaboration is an asset.
- Strong computer skills ¿ with a preference for ability to use Excel, Powerpoint, Publisher, etc..
- Some knowledge of data base design and management will be an asset.

======================================================================================================== In 2020, Colombia continues to be the country most impacted by the arrival of refugees and migrants from Venezuela, currently hosting 1.8 million Venezuelans. Additionally, over 800,000 Colombian nationals have returned from Venezuela. This poses an enormous challenge since the Colombian State not only needs to respond to massive influx of Venezuelans, but also long-standing unmet needs and gaps within the national population, prompting national and local government with limited capacity, in the development of socio-economic integration policies for both populations. Due to the COVID context, border crossings with Venezuela have been closed since 14 March, and there is limited access to territory for persons in need of international protection.
