About CRS

CRS first began working in Liberia in 1957, with a permanent country program office opening in 1990. During the ensuing 14+ years of conflict and war, CRS was one of the few ag encies to maintain a constant presence in the country, providing life-saving humanitarian assistance to tens of thousands of people. With the establishment of peace, CRS and partners focused increasingly on reconstruction and development activities, working in health, agriculture, livelihoods, peace and justice, and micro-savings.

In 2013, the country program began scaling down and beginning in 2016, CRS progressed from Ebola recovery activities and began implementing development programming in the areas of youth livelihoods, peacebuilding, urban WASH and community health.

Job Summary
The Youth Technical Advisor II will work as part of a team on an anticipated USAID-funded youth livelihoods project in Liberia that will seek to increase economic self-reliance for youth in Liberia leading to increased incomes. S/he will provide technical advice, guidance, and support to in the implementation of the youth livelihoods project in line with Catholic R elief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices. The technical knowledge, advice and guidance will contribute to CRS being able to successfully implement the youth livelihoods project and achieve its objectives.

Roles and Key Responsibilities
* In collaboration with the Chief of Party and Deputy Chief of Party, provide technical direction to support the effective implementation of project activities related to youth education and workforce development utilizing agency and industry best practices.
* Promote inclusive and gender sensitive approaches in project implementation
* Contribute to capacity strengthening initiatives in youth programming for CRS staff and project partners through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching to staff.
* Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and research and internal reports.
* Establish and maintain relationships with key government entities, donors, peer organizations, research and other institutions. Participate in forums in the area of youth development to collect and share best practices and promote CRS’ work.

Basic Qualifications
* Recognized technical experience and qualifications in youth workforce development and/or youth education, including youth integration and gender transformation.
* Minimum of five years relevant international working experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with minimum of three years working for programming interventions in Youth Development. Experience working in Liberia would be an asset.
* Previous experience providing technical assistance and developing successful proposals for external donor funding is required.
* Demonstrated application of technical principles and concepts in Youth Education and/or Development. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
* Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
* Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
* Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
* Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

Required Languages - English fluency required.

Location: Based in Monrovia with travel to project locations.

Travel - Ability to travel nationally at the field level and internationally as required, up to 30% of the time.

Key Working Relationships:

Internal: Chief of Party, Deputy Chief of Party, Head of Programing, Finance Manager, Regional Technical Advisors, HQ specialists

External: Project partners, government officials, public and private sector stakeholders, local/international NGOs, and local and international Catholic agencies.

Basic Qualifications
* Master's Degree in related program area required.
