Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

Ending violence against women and girls (EVAWG), including harmful practices, has been a clear and committed priority of the Government of Egypt. While there have been gains in terms of gradually evolving legislative frameworks and increased national-level awareness about the prevalence of gender-based violence and the legislative provisions to protect individuals from harm, the most significant gains in recent years have been the establishment of core essential services for women and girls escaping violence. These gains and investments are significant, but so are the demands. A continued lack of consistent and thorough implementation of the legislative and regulatory frameworks coupled with insufficient allocation of financial and human resources continues to challenge national response to EVAWG. Equal to these requirements, is the need to address the social norms – and within this, gender norms – which are at the root of all forms of VAWG including female genital mutilation (FGM). Gender norms are not static – they evolve and change over time – but only with concerted investment and only with strong community-wide ownership of the means and strategies, alongside significant investment in the engaging private sector, men, youth, and community leaders in guiding the change needed.  Building on over 20 years of investments, partnerships and technical expertise, UN Women Egypt Country Office (ECO)/s portfolio, in coordination with international development partners, supports national stakeholders in a) strengthening the capacity of duty-bearers to provide quality essential services for survivors of violence in an integrated and coordinated manner. In this regard, UN Women also supports the provision of shelters, legal aid, and psycho-social support for survivors of violence; b) advancing gender equitable social norms, attitudes, and behaviors at the individual and community level; and c) establishing and operating safe and economically viable public spaces for women and girls who are empowered to access and use them.  

Reporting to the Deputy Representative, the Programme Coordinator is responsible for coordinating the Ending Violence Against Women and Girls portfolio, which includes programmes around Essential Services Package for Women and Girls Subject to Violence, Safe Cities Free of Violence against Women and Girls, engaging Boys and Men, and ending FGM. The Programme Coordinator’s role would include establishing, coordinating, and strengthening relationships with national partners and stakeholders as well as international partners; and the day to day management of the monitoring, reporting and financial delivery under the portfolio, as well as day-to-day supervision of all UN Women personnel under the EVAW portfolio.

Duties and Responsibilities

Coordinate the EVAW Programme/Portfolios

  • Coordinate the overall Programme/Portfolio work plan development and implementation according to Strategic Note and programme documents;
  • Liaise with the national counterparts, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed;
  • In coordination with the EVAW personnel, prepare and present work-plans, periodic narrative progress reports and expenditures status reports senior management as required;
  • Establish and support the implementation of systems for project planning, implementation and monitoring, in collaboration with national partners, other UN Women ECO portfolios and EVAW personnel;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

Guide coordination with national partners and other stakeholders

  • Coordinate relationships with national partners to support implementation and expansion of the EVAW portfolio, raise potential problems and provide solutions;
  • Provide guidance to partners on the establishment of performance indicators, and monitoring achievement of results;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.

Coordinate the monitoring and reporting on the EVAW Portfolios

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits;
  • Write annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from EVAW programme activities and results to the Country Office’s reporting.

Manage financial resources and supervise EVAW team

  • Supervise and manage the EVAW portfolio team, including programme/project personnel review performance and mentor/ coach staff;
  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Oversee and monitor the allocation and disbursement of funds to participating partners.

Build partnerships and support in developing resource mobilization strategies

  • Provide technical support to the development of partnerships and resource mobilization strategies;
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

Advocate and facilitate knowledge building and management and communication

  • Ensure documentation of the EVAW portfolio and its programmes’ implementation process and products produced are in accordance with UN Women guidelines;
  • Contribute to the exchange of information and knowledge products internally and externally of the portfolio;
  • Organize major advocacy campaigns, events, training, workshops and knowledge products.

  • Timely and quality implementation of the programmes under the Portfolio, including but not limited to FGM, Essential Services, Safe Cities and the Egypt-component of Regional programmes activities against set work plans, timelines and budgets, in line with the ECO’s Strategic Note;

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  •  A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At minimum 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to EVAW;
  • Strong and tested experience in coordinating, implementing, monitoring and evaluating development programmes and projects;
  • Strong leadership skills.
  • Previous experience working in the UN system is an asset.

Language Requirements:

  • Fluency in English and Arabic is required;
  • Knowledge of the other UN official working language is an asset;
