ACTED HQ

In ACTED HQ in Paris, some 60 people are dedicated to provide operational support to the projects implemented in our coutries of intervention.

You will be in charge of

DUTIES AND RESPONSIBILITIES

  1. Oversee and support the implementation of ACTED AME systems
    a) Follow up and support the implementation of the AME policies and procedures as described in the ACTED AME standard guidelines;
    b) Provide support to the AME country teams on appropriate data collection and analysis instruments, methodologies, data/information dissemination/utilization plans, and AME ToRs development;
    c) Follow up the development and regular updating of the country AME strategy, the consolidated AME work plan and AME frameworks for all ongoing projects;
    d) Collect and conduct a final review of AME frameworks for each project, to ensure indicators are reported on for all projects in a timely manner;
    e) Throughout project duration, follow-up on the continuous update of the project-specific AME frameworks;
    f) Review and approve ToRs for external evaluations, in coordination with the GMU and HQ Logistics Department;
    g) Review and approve external evaluation reports;
    h) As relevant and in close coordination with the CD, TCs and country AME teams, support the development of the ToRs and mission plans for rapid needs assessments, and approve the first assessment report;
    i) As assigned by ACTED Director of Programmes, take the lead on carrying out rapid fast, accurate and relevant needs assessments following large scale emergencies;
    j) In coordination with the Director of Programmes, analyze AME data on specific thematic and produce useful statistical analysis and presentation (charts, tables, histograms, box plots, maps) and come up with recommendations as relevant;
    k) Develop new and/or innovative AME tools and practices, and follow-up on their implementation.

  2. Coordination with other Units within HQ Programmes Department
    a) Identify AME-related Hot Issues and alert the Director of Programmes in a timely manner;
    b) Channel key strategic AME findings and recommendations to the GMU and Director of Programmes as relevant and in a timely manner to ensure they are reflected in upcoming concept notes, proposals, implementation plans, amendment requests, and reports;
    c) In coordination with the GMU and Director of Programmes, contribute to global fundraising efforts through the review of key logical-frameworks, and review key AME products (reports, factsheets) meant to be shared externally in a timely manner.
    d) Develop and maintain an HQ-level system for tracking and reporting on ACTED’s 16 global programme indicators.

  3. Supporting Global Learning
    e) Collect, verify, consolidate and file Country Learning Databases from ACTED field missions every 3 months;
    f) Follow-up and encourage the proactive dissemination and use of knowledge gained through AME activities among project implementation and project development teams;
    g) Encourage the organization of field-level learning events to capture best practices and lessons learnt when a project closes / as relevant;
    h) Organize and facilitate learning events to capture best practices and lessons learnt as relevant in close coordination with the Director of Programmes
    i) Support project implementation follow-up and improvement by collecting and channeling timely information around project successes and challenges from AME country teams to HQ Programme teams;
    j) Develop a global system to ensure that the knowledge gained is made available to ACTED Programmes and project implementation teams to contribute to the improvement of projects and influence the development of future projects and activities throughout ACTED countries.

  4. Global overview and analysis of ACTED’s Beneficiary Complaints and Response Mechanism (CRM)
    a) Provide support to AME Managers/Officers/Assistant/Interns and Accountability Officers for the establishment, implementation and monitoring of the beneficiary Complaints and Response Mechanism (CRM) for the country missions in line with ACTED standard beneficiary CRM procedures;
    b) Follow-up on the effective functioning of the beneficiary CRM and check that beneficiary complaints/feedback is adequately captured, analyzed, addressed and responded to in a timely manner and utilized by the programme and coordination teams;
    c) Collect, consolidate, analyze and file Monthly Country CRM Reports;
    d) Develop and maintain a global CRM follow-up database at HQ-level for follow-up and statistical analysis; and formulate recommendations for improvement to AME field teams;
    e) Build capacity and understanding among ACTED staff on beneficiary accountability and CRM.

  5. Global coordination and follow-up of AME country teams
    a) Collect, respond to, and file Monthly Country AME Manager Reports;
    b) Contribute to the recruitment and internal mobility of international AME Managers/Officers/Interns with HQ HR Recruitment Unit, and in close coordination with the Director of Programmes and AME Managers;
    c) Conduct ACTED’s Departure Training’s AME session, and the individual briefing of newly recruited / promoted staff to ensure they understand and are able to perform their roles and responsibilities;
    d) Facilitate the development of cross-country AME good team dynamics, moderating ACTED’s global AME Skype and e-mail group;
    e) Identify the AME training needs and discuss plans with the Director of Programmes and HR Director for internal and external trainings;
    f) Maintain an up-to-date e-mail and Skype list of AME Managers/Officers/Assistants/Interns.

  6. Other
    a) Participate in AME-related conferences and workshops when possible and stay up to date of best practices and new knowledge created in the field of AME;
    b) Support the other units of the Programme Department whenever needed and on request of the Director of Programmes.
    c) Perform any other related activities as assigned by ACTED Director of Programmes.

Expected skills and qualifications

  • Master’s degree;
  • Excellent analytical skills;
  • 3-5 years of experience in AME, preferably in international humanitarian context
  • Excellent communication and drafting skills for effective reporting on programme financial performance;
  • Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts;
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Familiarity with the aid system, and understanding of donor and governmental requirements;
  • Fluency in French and English required
  • Ability to operate Microsoft Word, Excel and Project Management software
  • Statistical analysis programs preferred

Conditions

  • Salary defined by the ACTED salary grid depending on education level, expertise and experience
  • Tickets Restaurant 9 euros (taken in charge by ACTED for 50%)
  • Health Insurance (mutuelle) mandatory
  • 50% of the transportation costs taken in charge by ACTED
