Senior Finance Manager, Bangladesh

ACDI/VOCA is seeking an experienced Senior Finance Manager for an anticipated USAID-funded Livestock and Nutrition Activity in Bangladesh. The goal of the activity is to increase livestock production and access to hygienic, diverse food as well as to improve the nutrition status in the Feed the Future Zone of Influence. The Senior Finance Manager will provide overall financial management for the project, including ensuring compliance with ACDI/VOCA policies, USAID rules and regulations, and local government regulations. This position will be based in Dhaka.

Responsibilities

  • Perform and maintain all the financial reporting in line with USAID, ACDI/VOCA, and government policies and procedures
  • Apply the Field Finance Manual and lead reporting per USAID and ACDI/VOCA regulations
  • Review financial vouchers and follow approval process
  • Verify accuracy and timeliness of QuickBooks data entry and reporting guidelines
  • Ensure all project financial transactions are reasonable and allowable, within the established USAID and ACDI/VOCA financial management policies
  • Oversee preparation and monitoring of program budgets in collaboration with key program staff, track all expenses and disbursements, and facilitate periodic internal budgeting
  • Manage cash flow funds to assure fund availability for programmed project activities
  • Supervise financial management, accounting, and grants staff
  • Visit the field regularly to conduct spot check of accounting files and documents
  • Review and verify for accuracy all sub-recipient financial reports and sub-grant payments
  • Regularly review payroll calculations including withholding and recording all applicable income taxes or other social payments, based on country tax rules and A/V policies for Bangladesh
  • Verify project employee timesheets and eligibility for payments

Qualifications

  • Master’s degree in accounting, finance, economics, or related field
  • A minimum of 7 years of experience in accounting and financial management on donor-funded projects in Bangladesh
  • Advanced knowledge of accounting software and experience using financial employee reporting systems. Knowledge of US Generally Accepted Accounting Principles strongly preferred
  • Demonstrated knowledge of accounting standards in Bangladesh
  • Knowledge of USAID regulations and policies desired
  • Strong analytical skills, including ability to gather and analyze a variety of information pertaining to financial management and reporting, budgeting, accounting, and payroll
  • Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadlines
  • Proven ability to lead, manage, and build capacity of finance and accounting staff
  • Excellent skills in using Excel for planning, review, and analysis purposes
  • Ability to travel outside of Dhaka to field offices as needed
  • Fluency in Bangla and English required
