Background

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The Mobile clinic general practitioner will work under the supervision of the Deputy Health Manager and in coordination with the Health Officer to lead the clinical activities in his/her assigned area. S/he will be Assessing, Diagnosing, and treating patients with available primary capacity. S/he will provide clear diagnosis and treatment options and plans for the patient/caregivers. S/he will monitor patients' conditions and progress and reevaluate treatments as necessary. She will ensure proper and clear documentation of clinical findings and treatment plans. S/he will assist the referral needs and level and coordinate with the ambulance team accordingly and if needed.

• She will follow the treatment protocols and SOPs in providing care for the Gender-Based Violence (GBV) cases and referral.
• Job Responsibilities
• The mobile clinic general practitioner is expected to undertake the following tasks:
• Receipt the patients and their families in the clinic with kind and respectful manner that respects privacy, and makes a comfortable atmosphere.
• Building a trust relationship with the patient and paying all attention with care of patient suffering. Keeping strict consideration to confidentiality.
• Taking full clinical history of the patient and make sure to register that using IRC Health Information System for the needed parts.
• Conduct full clinical examination for the patient and ensure a proper documentation for it.
• Depending on complete and full clinical history and examination, ordering suitable clinical investigation for the patient if there is need for that.
• Provide and document a clear diagnosis and clinical findings for each case.
• Provide clear explanation to the patient/caregivers about his/her health condition, and ensure that the patient/caregivers is aware of his/her medical condition
• Provide the treatment plan to the patient including the clear explanations to patients of available options for treatment plans with their impact on the patient’s daily life and health condition. Ensuring that the patient has understood the possible side effects and formed with the specialized doctor the decision about treatment.
• The doctor will be responsible for reports to EWARN system for cases that need to be reported, and communicate directly with health officer and health manager to follow up the standard procedures for these cases.
• Every doctor should give weekly and monthly report about workflow in his/her clinic including: Statistics, common diseases, EWARN cases, following up cases with CHW team, challenges, clinic needs, reported to the Health Manager.
• The mobile clinic doctor will work with CHWs team to help them form seasonal messages of awareness according to the data analysis of cases seen in the clinic, also with all health team.
• Contribute in building the capacity of the health Staff by conducting training needs assessment, development of technical training plans, development of training materials, conducting pre & Post- tests , provide health trainings, then following up on the results to enhance the quality of medical care in the clinics.
• He/she works as team member and cooperate effectively with another colleagues
• S/He will the team leader for the mobile clinic staff and will contribute in communicating clear expectations, setting performance objectives, and providing regular and timely performance feedback.
