Organizational Setting
The Plant Production and Protection Division (NSP) promotes the transition to sustainable crop production systems. It promotes an integrated approach for crop production policies and practices within the framework of sustainable food and agriculture and its underlying principles: increasing productivity and resource use efficiency, conservation and management of natural resources, enhancing resilience to climate change and improvement of livelihoods and governance.

The post is located in the Pest and Pesticide Management team (NSPCD), one of the six teams in the division. The Team provides technical advice and guidance in areas of integrated pest management in the context of sustainable crop production intensification and diversification, and pesticide management in the context of the implementation of the International Code of Conduct on Pesticide Management.

The incumbent will act as programme officer in the European Commission-FAO programme on Capacity-Building Related to Multilateral Environmental Agreements (MEAs) in African, Caribbean and Pacific (ACP) Countries – Phase 3 (ACP-MEAs 3). The project operates in the ACP region and focuses on building the capacity of national and regional institutions to implement relevant MEAs, namely the Convention on Biological Diversity (CBD) and the Basel, Rotterdam and Stockholm Conventions on chemical management. The project will be implemented by a technical and operational team partially located at FAO headquarters and partially decentralized to the three ACP regions, with expertise in areas relevant to sustainable agriculture, biodiversity conservation policy, and ecological pest management.

Reporting Lines
The Programme Officer reports to the Senior Agricultural Officer, Team Leader, NSPCD and will work in close collaboration with the Project Officer (Coordinator) responsible for the implementation of ACP-MEAs 3.

Technical Focus
Implementation and monitoring of the EU-funded programme on “Capacity Building on Multilateral Environmental Agreements in African, Caribbean and Pacific countries” and of the overall project portfolio of the Pest and Pesticide Management team.

Key Results
Develop, implement, monitor and evaluate assigned programmes/projects.

Key Functions
• Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation;
• Assists in the review of relevant documents and reports; liaises and ensures effective communication and collaboration with relevant parties; identifies and pursues follow-up actions;
• Assists in policy development, including the assessment/review and analysis of issues and trends, preparation of impact evaluation studies, etc.;
• Prepares/contributes to various written outputs, e.g. drafts background papers, analyses, sections of reports and studies, inputs to publications, etc.;
• Undertakes outreach activities; participates in the structuring and conducting of training workshops, seminars, etc.; makes presentations on assigned topics/activities;
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Specific Functions
• Monitors and analyses the development and implementation of the EU-funded programme on Multilateral Environmental Agreements and other projects managed by the pest and pesticide management team;
• Contributes to the formulation and establishment of contractual arrangements (Letters of Agreement, Service Contracts, etc.) to support the activities of the assigned programmes/projects and ensure their timely implementation;
• Builds and maintains effective working relationships with donors (e.g. European Union) and partners throughout the project cycle, facilitates monitoring and compliance issues and ensures submission of reports, as required;
• Supports resource mobilization, programme formulation and quality assessment; including preparation of log frames, budget and workplans.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in economics, business administration, social science, international development or a related field;
• Five years of relevant experience in project or programme management, administration or related area;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience with the administration, implementation and monitoring of large, global and interregional, cross-sectoral programmes;
• Extent and relevance of experience with donors, and in particular with the European Union, is considered a strong asset;
• Extent of knowledge of planning, reporting and budgetary processes and associated tools;
• Understanding of FAO project-cycle, policies and programmes is considered a strong asset;
• Working knowledge of French would be considered an asset.
