INTRODUCTION

The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as green growth, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Investment and Policy Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

                                                                                                

GGGI has been working with the Government of Colombia to advance green growth policies and green investments, through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, Ministry of Treasury and Public Credit and the National Planning Department, among others. In a new phase of collaboration with Government agencies at the national and sub-national level, GGGI with the Support of the Norwegian Kingdom is initiating an expansion of its Colombia Country program, mainly to support the transition towards a greener growth pathway that is socially inclusive and contributes to Colombia´s medium term development agenda. The expected impact of this collaboration in 2023 will be an increased capacity to mainstream green growth objectives into development planning and investments in priority sectors and regions that are critical for Colombia´s future green growth, particularly in areas that are highly susceptible to increased natural resource degradation and forest cover loss.

 

The program capitalizes on GGGI’s comparative advantage to provide context-specific, tailored, green growth solutions, as well as its experience to date in promoting the green growth agenda in Colombia and other countries.  Phase II of the program is designed to ensure that results are consistently delivered and the outcomes of Phase I are sustained. This is achieved by leveraging lessons learned as well as by taking advantage of synergies with other donor-funded activities and programs. In March of 2020, a Phase II of the GGGI/Norway program was signed and entered into force through February of 2023 to support the Colombian Green Growth/Deforestation Control agenda both at the national and subnational level, focusing on 4 Departamentos and the jurisdiction of Corpoamazonía.

 

The program´s new Phase II requires solid and systematic monitoring and reporting, both for GGGI as well as for Norway in a timely manner based on the corporate results framework, the program´s logical framework and the country program´s impact pathway. It will also benefit from the support given to the Country Representative in the resource mobilization efforts that could attract more financing to continue complement the activities and outcomes defined under this program.

The Monitoring and Evaluation Associate will support the Colombia Program in the framework of the Norway-financed project for the implementation of Green Growth Program Phase II. S/he will ensure the appropriate implementation and enhancement of the monitoring, reporting and evaluation system of the Norway-funded program under the supervision of the Colombia Country Representative, and will receive technical support from the Impact and Evaluation Unit (IEU) in the GGGI Seoul headquarters. The design and implementation will be aligned with Norway reporting requirements as well as those required by GGGI internal procedures and systems. The monitoring system will assist the Policy, Subnational and Green Investments teams within the program in the collection, systematization and quality review of relevant information in accordance with the Norway´s requirements, the GGGI Online monitoring and reporting systems and Colombian Country Program needs. S/he may collaborate with monitoring and evaluation colleagues in Latin America and other GGGI country programs, when appropriate. Moreover, this position will support the Colombia Country Program in sustaining its operation in complementary to the workstreams financed by Norway and to continue and advance the green growth and deforestation control agendas, both at the national and subnational level.

 

This position reports to the Colombia Country Representative and will work in close collaboration with internal staff and relevant partners as required.

 

PURPOSE

 

  • The role of the Monitoring, Evaluation and Resource Mobilization Senior Associate is to ensure monitoring and reporting integrity to GGGI, the Colombian government and Norway as the project financier of the Green Growth Phase II program.
  • Ensure timely and high-quality monitoring and reporting according to GGGI´s internal systems, donor requirements and any variations of these that may come along the way.
  • Keep abreast of the funding marketplace in Colombia on the topics of Green Growth and Deforestation Control topics and identify concrete opportunities to pursue that would align with Colombia´s Country Planning Framework, GGGI´s 2030 Strategy and Government´s priorities.
  • Develop and present to donors funding proposals that would support Colombia´s program development or sustainability in the medium and long run, in full compliance with all donor requirements, timelines and supporting documentation.
  • Lead and promote knowledge development and exchange within program staff, HQ and program´s partners based on results achieved, lessons learned or best practice.
  • Update and coordinate inputs for risks and risks management updates on a quarterly bases and appropriate reporting of these internally within GGGI as well as to Norwegian Embassy and relevant program counterparts.
  • Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected and reported
  • Keep abreast of new approaches and tools on M&E, and provide training to GGGI-Colombia staff as requested.
  • Support all internal and external evaluations of the GGGI-Colombia program, particularly as it pertains to the Norway funded Green Growth Program Phase II.

 

ENGAGEMENT

 

  • Extensive liaison with Country Program staff key government counterparts, other relevant partners, and Norwegian Embassy officials to effectively oversee management and maintenance of project database and monitoring and reporting system and processes.
  • Engage with the Evaluation Unit (IEU) and Strategy and Partnerships (SPC) of GGGI in HQ, the Senior Regional Country Officer and other relevant stakeholders to ensure monitoring and reporting requirements are being met as per the Project Management Cycle Guidance and the online systems in place.
  • Support and accompany the Country Representative in the establishment and maintenance of relationships with the donor community in Bogota, Embassies, development partners, key green growth stakeholders and government counterparts.

 

DELIVERY

  • Be responsible for the preparation of the End-of-Year-Report to be delivered on an annual basis to GGGI´s Strategy Evaluation Units, as well as the monthly reports, quarterly reports and any other as required both by HQ in Seoul or the Norwegian Embassy in Bogota.
  • Support the Colombia Country Representative or Deputy-country Representative in consensus building with the actors in the Colombian and Norwegian government’s designated representative(s) in Oslo, Lima and at the subnational level to establish the priority indicators, data collection and analysis arrangements, frequency and format presentation of monitoring reports to update the donor on project progress, as well as to anticipate key challenges and implement timely solutions.
  • Support the Colombia Country Representative and Deputy Country-Representative to define information generation formats and procedures with the Norwegian Embassy in Bogota, Colombian government counterparts and GGGI HQ. This may also include presentations for internal meetings at GGGI in Latin America or for Seoul headquarters.
  • Review and enhance the M, R & E Manual that details the data collection and reporting arrangements, indicators definition and means of verification, software platform/system, to be utilized and reporting formats to be utilized on a monthly, quarterly and annual basis. This also includes deployment method and coordination procedures among staff members, partners, and relevant stakeholders for timely data collection, analysis, and reporting.
  • Produce monthly reports and quarterly reports with the relevant information on a timely basis as per required by GGGI Online and Norway Embassy.
  • Train relevant project staff on information collection, report generation and appropriate database or reporting format requirements for effective information curation.
  • Compile data reports and proposals for periodic lessons learned assessments. These will be key inputs for meetings with Colombian government counterparts, the Norwegian government and internal meetings as well as designing annual workplans and contingency plans to address specific project challenges

QUALIFICATIONS

 

  • Master’s degree in economics, social sciences or related fields.
  • Demonstrated mastery of database management, log frame methodology and reporting, and online reporting platforms is required.
  • A minimum of four (4) years of progressive experience in similar positions involving design and implementation of log frames, monitoring and reporting systems is required. Experience with the UN system, other international organizations, bilateral cooperation entities or projects is necessary.
  • Exceptional database management and advanced computer skills with commonly used software platforms in Microsoft Office applications (Word, Excel, PowerPoint, etc.) is necessary.
  • Familiarity of the green growth issues, benefits and opportunities, government affairs and economic development and policy issues in the Colombian context is desirable.
  • Understanding of multilateral organizations´ operational modalities, systems, risks, and limitations, particularly within the Colombian context is a plus.
  • Exceptionally organized with excellent prioritization skills.
  • Proficient communication skills, in written and oral, both in English and Spanish is required.
  • Must be a Colombian citizen, or a foreigner holding a valid Work Visa
  • Ability to work well under pressure and have a flexible approach to tasks given.
