OVERVIEW OF THE FUNCTIONS OF THE POST
1.1. UNESCO has launched an online platform titled "Story for Development" which invites persons with disabilities from all over the world to tell and share their stories in order to identify and to explore the enabling factors and facilitators for persons with disabilities around the world to be empowered and what supported them in their efforts.
1.2. This project aims to show government authorities, legislators, decision-makers, and key stakeholders that persons with disabilities from all age groups and backgrounds can be and often are ‘empowered,’ active agents, and contributing members to society. The online platform aims to mainstream a shift of perspective on disability-issues, demonstrating that removing barriers to participation can enable persons with disabilities to achieve their potential and contribute to development.
1.3. The project contributes to the implementation of the United Nations Convention on the Rights of Persons with Disabilities and UNESCO’s Programme and Budget 2020-2021 (40 C/5), Major Programme V – Communication and Information, Main Line of Action 2. Building Knowledge Societies through ICTs, by enabling universal access to, and preservation of, information and knowledge, Expected Result 4 - Capacities of Member States strengthened, through the implementation of the World Summit on the Information Society (WSIS) outcomes and of the Information for All Programme (IFAP), and the related normative framework.Long Description
2.1. In the framework of UNESCO’s activities concerning Universal Access to Information, the Contractor shall, under the authority of the Assistant Director-General for Communication and Information and the Chief of the Section for the Universal Access to Information, and under the direct supervision of the Programme Specialist in charge of the project, Communication and Information Sector (CI/UAI), the selected Individual Specialist/Organization will be responsible for preparing an analytical summary report on the findings and recommendations on the empowerment of persons with disabilities related issues based on the submitted stories and prepared cases studies (see Ref.: 2.5.2.).
2.2. The analytical summary report should be of at least 15 pages, 320 words per page, written in English at mother tongue level, in a style corresponding to a primary target audience of policy and decision makers, disabled people organizations, and a secondary target audience of other public and private organizations, including media and community-based organizations, working in the subject area.
2.3. The analytical summary report should be prepared following the approved methodology (data collection instrument, data collection procedure, set of items, data collection form, selection of case studies and recommendations for website) and data provided by the data collection instrument available on the above mentioned online platform (to be provided by UNESCO) and based on the principles and values as set out in the United Nations Convention on the Rights of Persons with Disabilities (2006).
2.4. The analytical summary report should provide a good overview of the key enabling factors, key findings and a set of recommendations for the future action, key messages for target groups and the international community (Ref.: 3.2.) which could be used for policy development by the above mentioned primary and secondary target audiences.Long Description
2.5. For the preparation of the analytical summary report, the Individual Specialist/Organization will:
2.5.1. Carry out a research and analysis using all stories provided by persons with disabilities to UNESCO (maximum 100 stories).
2.5.2. Conduct interviews with at least 25 persons with disabilities who provided their stories (different age, gender, language, ability, location and professional background). This would done in a view to develop more comprehensive stories as a part of the analytical summary report in a format of short case studies including the summary of major enabling factors, key messages and set of recommendations (max 5 per person), and quality images.
2.5.3. Identify gender specific aspects which could be important factor for the development of a set of recommendations for the empowerment of young girls and women with disabilities.
2.5.4. Identify, indigenous aspects which could be important factor for the development of a set of recommendation for the empowerment of indigenous peoples, if any.
2.5.5. Identify, ICT related aspects which could be important factor for the development of a set of recommendations for the digital empowerment of persons with disabilities, particularly on the access to information using digital technologies and accessibility.
2.5.6. Prepare a final analytical summary report on the key findings and provide a set of recommendations for the primary and secondary target audience, along with supporting annexes of the conducted interviews with 25 persons with disabilities.Short Description
3.1. The aforementioned parties agree that Article XI (Intellectual Property) of this contract shall be interpreted to refer to the joint, shared responsibility of the Author concerning his/her contribution as part of a team of authors preparing the document.
3.2. The Work shall be done through a participatory process involving other stakeholders, and with a view to being circulated as basis for more formal consultations with UNESCO’s Member States, and for UNESCO’s programme planning and implementation purposes, including the follow up to the implementation of the United Nations Convention of the Rights of Persons with Disabilities, as well as for presentation at the international events to be organized by UNESCO and other partners.Long Description
IV. The Deliverables:
4.1. The Individual Specialist shall submit to UNESCO the following (estimated dates):
- On or before 15 October 2020, the invoice n° 1 and the Table of Content (Ref.: 2.5.);
- On or before 15 November 2020, the invoice n° 2 and the Draft Report (Ref.: 2.5.);
- On or before 7 December 2020, the invoice n°3 and the Final Report, along with supporting annexes (Ref.: 2.5.1-2.5.6).

- Advanced university degree (Master or equivalent) in the Social and Political Sciences, International Relations, International Business or relevant field, such as the Economics and Marketing and International Communication.
- At least 5 years relevant professional experience.
- Minimum five years of relevant experience on disability issues at the international level.
- Relevant experience working with UNESCO or other intergovernmental organizations on similar assignments and knowledge of UN Convention on the Rights of Persons with Disabilities.
- Experience in drafting analytical and strategic documents.

Knowledge of other UN languages would be an asset, particularly Spanish and French.
