Organizational Setting

The FAO country office is headed by an FAO Representative, and its main aim is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition. In Guyana, the office plays a major role in providing technical and other assistance towards the development of the agricultural sector. Under the Green Climate Fund Readiness and preparatory support project the foundation is being set for strategic climate change interventions in the Agricultural Sector.

Reporting Lines

The Consultant will report to Dr. Gillian Smith, FAO Representative. The Consultant will work under the technical supervision of Statistician in the Barbados Sub-regional Office, supported by the Lead Technical Officer (LTO) in the FAO Regional Office for Latin America and the Caribbean, in close collaboration with and under the direct supervision of the FAO Country Representative, the National Project Coordinator and the Ministry of Agriculture.

Technical Focus

The Ministry of Agriculture (MoA) of Guyana has requested technical assistance from FAO to prepare a Strategic Plan for Agricultural and Rural Statistics (SPARS). In accordance with national priorities and plans for agriculture, the SPARS proposes a long-term direction for the improvement of agricultural and rural statistics in Guyana. It establishes the vision and mission for the agricultural statistical system, set strategic goals and outputs and outline concrete plan of action and assessment of resources required for its implementation

The objective of this consultancy is to conduct a National Needs Assessment reviewing strengths and weaknesses of the MoA agricultural statistics program, including SDG data and capacity gap, in the context of the Green State Development Strategy: Vision 2040 (GSDS), together with recommendations for the improvement of the program.

Tasks and responsibilities

  1. Identify stakeholders for the needs assessment consultation and organize individual meetings and focus group with agricultural data users and producers in Guyana.
  2. Develop and distribute the Country Assessment Questionnaire (CAQ) to key stakeholders.
  3. Conduct an analysis of results from the CAQs, along with the information gathered through the individual consultations and focus group.
  4. Prepare an agricultural profile of Guyana, covering all sub-sectors (crops, livestock, fisheries, aquaculture, forestry, rural) to be included in the Needs Assessment Report.
  5. Conduct a SWOT analysis of the agricultural statistical system in Guyana and provide recommendations for its improvement.
  6. Present Needs Assessment results and report (combination of Tasks 1-5) in a concise manner to the Ministry of Agriculture and other relevant stakeholders via a validation workshop and update report for final submission.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University degree in Statistics, Agriculture, Economics or other related disciplines.
  • Minimum 10 years of relevant professional experience.
  • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for COF.REG. Working knowledge of English for PSA.SBS.
