Background

Purpose
 
To support the Office of the Prime Minister in raising awareness and visibility of the Government projects. 
 
Objective
 
The objective is to support the Office of the Prime Minister in the implementation of the overall communication strategy and communication goals of the Government.
 
Background Information
 
UNDP responds to the global challenge of developing institutions and processes conducive to development. These institutions and process should be responsive to the needs of ordinary citizens, including the poor, and should promote transparency of political process and accountability of holders of public offices to its electorate. UNDP helps countries strengthen electoral and legislative systems, improve access to justice and public administration and develop a greater capacity to deliver basic services to those most in need. Through its programmes, UNDP brings people together, fostering partnerships and sharing ways to promote participation, accountability and effectiveness at all levels. Good governance has 8 major characteristics: participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive and follows the rule of law. UNDP’s programming in this area contributes to Goal 16 of the Agenda 2030, providing support to governments to integrate the SDGs into their national development plans and policies. Within this broad context, UNDP’s specific niche lies in supporting institutions for engaging in open practices, embracing data-driven decision making and higher civic engagement as means to transform governance. In our work across the globe, we see more and more people, particularly young women and men, push the boundaries of citizen engagement and work towards a future they want. We see the emergence of new infrastructures of social innovators, entrepreneurs and civil society and dramatic shifts in the development landscape, accelerated by new technologies and new finance models. Innovation for development is about identifying more effective solutions that add value for the people affected by development challenges – people and their governments, our users and clients. And we firmly believe that achieving the Sustainable Development Goals (SDGs) requires deliberate, calculated investments in testing new ways of triggering change. Technology is often a powerful enabler and vessel for innovation. But technology does not equal innovation per se. The key aspect is the value added and measurable progress to bring about real improvements in peoples’ lives.
 
In 2018, the Prime Minister’s Cabinet, with the support of the Government’s Office for IT and e-Government, launched the new web site of the Government of the Republic of Serbia, with the aim to improve the overall communication of the Government towards the citizens of Serbia and different target groups.The Office goal is constant developing of media relations, building strong relations with journalists and opinion makers and informing the public on all issues of interest to citisenzs, internal and external publics.
 
In scope of the support to the government counterpart, UNDP will engage Communication Assistants to support the Cabinet of the Prime Minister to further develop and strengthen media relations, develop and implement communication projects and campaigns and to administer different social media platforms, in line with the overall communication strategy and goals. The selected candidates shall work directly with the Media and Communiocations Team of the Prime Minister. 
 

Duties and Responsibilities

Measurable outputs of the work assignment
 
In coopration with the PR Cabinet of the Government, the  Communication Assistants will:
 
Support the formulation and implementation of communications plans:
  • In cooperation with the Team, prepare and implement communication plans;
  • Assist in formulating messages and identifying communication channels for different target groups of importance for the Office of the Prime Minister and the Governments’ programs and projects;
  • Ensure the implementation of communications activities included in the plan;
  • Building and maintaining strong relations with journalists and media representatives from domestic and international media; 
  • Building and maintain strong relations with respective media and communication teams of the government ministries, institutions, NGOs and international representatives, media and journalists association; 
  • Keeping track of developments and changes in the media environment; 
  • Keeping track of relevant political, economic and social developments that may affect Offices’ and Governments’ communication goals; 
  • Prepare press releases and media advisories, speeches or talking points, articles and success stories, organize and coordinate press conferences, book media interviews, in close coordination with the Team;
  • Organize and facilitate media coverage of the Office of the Prime Minister work (in various print and electronic media, inclusive of social media).
Support the formulation and implementation of communication projects and campaigns: 
  • Contribute to preparing and implementing of communication projects and campaigns in line with the Office and Governments’ goals;
  • Advise on launching new communication projects and campaigns; 
  • Coordination of activities with other Governments’ stakeholders in implementing projects and campaigns;  
  • Support and assist in event management for Office and Governments’ activities.
Coordinate and create content and administer social media platforms: 
  • In cooperation with the Team, prepare a montly social media content plans;
  • Ensure the implementation of the activities defined in the plans;
  • Content creation and administering of social network accounts;
  • Developing and maintaining two-way communication on different social media platforms; 
  • Monitoring and reporting on the activities on different social media platforms; 
  • Advise on use of other social media channels; Performing other duties as required.
Performance Indicators for evaluation of results
  • Project communication products prepared within the acceptable tolerances of time, cost and quality;
  • Project outreach materials timely prepared;
  • Reports on deliverables related to the communications on the project produced on time in line with quality standards;
  • Support in organization of events provided effectively;
  • Regular contact with media and PR agencies; 
  • Regular communication with relevant ministries, other stakeholders and beneficiaries maintained;
  • Regular contacts with other members of the expert team and project management team in relation to various communication and visibility issues of the project.

Required Skills and Experience

Education:
  • Bachelor’s degree in social sciences, communications or relevant field. 
Experience:
  • At least 3 years of relevant professional experience in the area of communications and PR;
  • Work experience in an international organization, government institution, or non-governmental organization would be an asset;
  • Experience in organizational activities; evidence of ability to express ideas clearly; to work independently and in teams; to demonstrate a sense of self-assuredness combined with cultural and gender sensitivities;
  • Proficiency in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of social media and online platforms;
  • Strong communication and interpersonal skills.
Knowledge:
  • Understanding of Serbia's media situation; 
  • Understanding of Serbia’s political, institutional and socio-economic situation;
  • Familiarity with the main governmental, nongovernmental and international actors in the field of media and media policies will be considered an asset. 
Language Requirements:
  • Excellent knowledge of written and spoken Serbian and English.
