JOB PURPOSE

The government of Angola is providing a response to the emergency caused by the drought that affects Angola and the rest of Southern Africa. According to the IPC (Integrated Food Security Phase Classification) results released in July 2019 in eight municipalities in the provinces of Cunene, Huila and Cuando Cubango, it is estimated that a total of 421,174 people are considered food insecure (CPI 3, 4 and 5). This number is predictable to increase to 561,840 in October 2019.

At the request of Ministry of Health, WFP will provide support to develop a school feeding plan targeted to the drought affected Southern provinces based on locally produced and available food and products. The home-grown school feeding model will be further investigated which also can include sourcing from other surplus producing areas in the countries and does not necessarily have to only be from the four provinces. HGSF does not necessarily mean that the provision of all commodities will be sourced locally (as this may not be feasible in this context).

In parallel, WFP will support the Government of Angola to develop a National School Feeding Policy to guide the implementation of the current school feeding programme in Angola. This policy envisages a sustainable, efficient, cost-effective school feeding programme that will address key outcomes of different sectors, such as enrolment and retention rates, food and nutrition insecurity, health and hygiene practices. It also aims at enhance smallholder farmers’ capacity development and local economic development. 

WFP is uniquely positioned to support the Government of Angola achieve the objectives of this contract. In May 2019, the Government of Angola signed a MoU with WFP requesting technical support to strengthen the current national school feeding programme.

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

A school feeding plan is developed for the four drought-affected provinces of Cunene, Huila, Cuando Cubango and Namibe, including:

  1. Support the establishment of eight committees (one committee in two municipalities in each of the four drought-affected provinces);
  2. Identification of partners working with local producers who can provide regular inputs into a school feeding programme;
  3. In coordination with local committees, organize local, municipal-level workshops;
  4. In partnership with other institutions implement a series of trainings identified during the assessment.
  5. Develop a communication and dissemination plan to share the outcome with the community from the four districts.

STANDARD MINIMUM QUALIFICATIONS

Education:

High school certificate plus a Diploma/training in the related field.

 

Language:

Fluency (level C) in English and Portuguese languages

 

Experience:

Five or more years of relevant experience working with governments on the development and design of public policies and strategies.

Experience in developing and implementing a change management strategy within or for a government or international organizations.

Experience carrying out and presentation of analytical work.

Experience in establish contacts and liaising with government officials, local stakeholders, organisations, companies, among others.

OTHER SPECIFIC JOB REQUIREMENTS
  • Understanding of Angola implementation arrangements for national, provincial, and municipal level interventions.
  • Understanding of the Agenda 2030.
  • Familiarity with effective knowledge transfer models, concepts and principles.
  • Demonstrated quality data collection and analytical writing skills, including analysing and consolidating quantitative and qualitative information to understand national capacities across a wide range of policy and programme areas and identify gap and needs.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
