Consultant- Provide technical support to MoH to roll-out the HEARTS technical package in primary health care in Jordan
Purpose of the consultancy
The purpose of this consultancy is to provide technical support to MoH to roll-out the HEARTS technical package in primary health care in Jordan. Hence, integrate and optimize the prevention and management of cardiovascular diseases (CVD) in health care centres.
Non-communicable diseases (NCDs) are a leading cause of morbidity and mortality in Jordan, primarily cardiovascular diseases (CVD), which account for 37% of total deaths. The two major CVD risk factors; hypertension and diabetes, constitute a substantial health burden in Jordan. It is well documented that early detection of people at high CVD risk and those whom could benefit from treatment of raised blood pressure, abnormal blood lipids and blood glucose effectively halt the unwanted complications of both conditions and improve patients’ quality of life.
In this regards, The World Health Organization (WHO) has recommended a package of essential NCD interventions (WHO-PEN), with protocols and tools for NCD management (including management of cardiovascular risk) in primary health care. Complementing WHO-PEN package, WHO released in 2018, The Global Hearts Technical Package to further support the comprehensive management of major modifiable risk factors, including tobacco use, hypertension, high blood cholesterol and diabetes, using a total cardiovascular risk approach. The package includes simple, affordable tools (e.g. clinical measurements, simple laboratory testing, CVD risk assessment charts, blood pressure measurement devices) for early detection and treatment.
Building capacities of healthcare professionals (HCPs) is a mainstay to improve patient care. The need to continuously support professional development of HCPs in MOH exists. WHO is seeking to build capacity for practical, evidence-based cardiovascular disease management, and to enhance interventions around clinical /non-clinical skills for health workers.
The TORs, herein, are in fulfilment of implementing the WHO HEARTS package in primary care in Jordan. This is in response to a request received from MOH in October 2019. The project is a multi-staged one. Currently, the second stage is to be conducted, which entails the preparation for TOT and conduction of facility assessment.

Work to be performed
Output 1: Prepare the training materials in collaboration with WHO and PCI team:
- Define roles and content for Training of Trainers (ToT) with WHO and PCI team and prepare a draft TOT schedule, illustrating content and duration of sessions.
- Prepare training materials based on the developed clinical guidance.
- Review the translated training material and compare with English version to finalize.
Deliverables from this output:
1.1: Support in the development of training material for TOT.
1.2: Develop training material for TOT in Arabic.
1.3: Schedule for TOT with attributed roles and responsibilities between PCI and other local facilitators .
Output 2: Conduct Facility Assessment:
- Co-lead the process of adaptation of the HEARTS facility assessment tool to the Jordanian context, in collaboration with the MOH and WHO.
- Conduct the assessment in comprehensive health care centres (3) and primary health care centres (2). Centres are to be allocated by MOH.
- Develop a report on the assessment, which will serve as a base for planning and monitoring of the HEARTs project roll-out.
Deliverables from this output:
2.1: The facility assessment tool adapted to the Jordanian setting.
2.2: The facility assessment report.
Education: First University Degree in Medicine. Speciality in family medicine and primary care.
Post graduate degree in NCD-related discipline is preferred.
At least 5 years of proven experience in Primary Health Care in Jordan.
Familiarity with the WHO Hearts technical package.
Experience in training of health care workers in primary care is an asset.
Skills / Technical knowledge
High level communication skills.
Good capacity to conduct TOT activities.
Good report writing skills in English and Arabic.
Very good command of the Arabic and English languages (speaking/writing).
Travel (If travel is involved, a medical certificate of fitness for work will be required.)
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
