Assignment: Technical assistance to coordinate the preparation process for the development of the National Strategy on Climate change  

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

The NDC Partnership (NDCP) is providing financial support to the Ministry of Environment (MINAM) for the updating of the National Determined Contributions (NDC) on mitigation and adaptation. Within this framework, MINAM is supported by the Global Green Growth Institute (GGGI) to update the country’s NDCs. One of the priority activities is to carry out modelling exercises, incorporating new mitigation measures (Phase 1), as well as further analysis (Phase 2), in order to develop a Low-GHG Emissions Long-Term Development Strategy. 

In this context, the Peruvian government has an important instrument that seeks to guide and promote national actions against climate change, its National Strategy on Climate Change (ENCC), approved in 2015 and in force until the year 2021, so it must be updated. 

The new climate change strategy will be based on a technical study for carbon neutrality in Peru by 2050, currently under development, and the National Adaptation Plan, which is in a mature phase of development. In addition, it will consider the progress made in recent years such as the Paris Agreement and the framework law on climate change as well as the progress in the Peruvian NDCs. 

In this sense, the present technical assistance aims to coordinate the preparation process for the development of the National Strategy on Climate change.

 

Objectives/Purpose of the Assignment

The purpose of this consultancy is to provide technical assistance to the Ministry of Environment to coordinate the preparation process for the development of the National Strategy on Climate change.

The following are the specific objectives related to the coordination of the preparation process for the development of the National Strategy on Climate Change:

    • Provide technical assistance to the Ministry of Environment to coordinate the development of a proposal for the development of the National Strategy on Climate Change.
    • Coordinate the participatory and public awareness process for the preparation of the proposal for the development of the National Strategy on Climate Change.
    • Assistance for the development of a fund-raising strategy for the development of the National Strategy on Climate Change.

 

Scope of Work

The consultant will conduct the following activities: 

    • The coordination of the preparation of the proposal for the development of the National Strategy on Climate Change.
    • The coordination of the participatory and public awareness process for the development of the National Strategy on Climate Change.
    • The coordination for the development of a fund-raising strategy for the development of the National Strategy on Climate Change.

This project is expected to be completed within 180 calendar days with a tentative timetable as follows:

Reporting Arrangements
    • The consultant’s work progress will be monitored primarily through periodic review meetings with the Ministry of the Environment, the precise schedule of which is to be determined based on consultation.
    • The consultant is also expected to periodically produce, upon GGGI’s request, a formal progress report that includes: an overview of the project, a narrative description of project activities, detailed information on project objectives and milestones, actual achievements made against the timeline set, etc.
    • All deliverables must include a digital repository with the primary and secondary, empirical, technical and scientific information sources used. It should also have appropriate means of verification including records of participants of the meetings and/or workshops, minutes, photos, or other documents as evidence of information. 

 

Key considerations
    • Coordination: the coordination for all the activities of the consultancy will be led by the General Direction of Climate Change and Desertification (DGCCD) of MINAM. At any stage of the development of the service, the DGCCD will request meetings or information from the consultant that may give rise to observations that must necessarily be absolved by the consultant. No claims will be made for outstanding payments or extensions of time until such observations are absolved to the satisfaction of the contracting institutions.
    • Meetings and Workshops: for the successful development of the activities of this consultancy it will be necessary to develop at least one (1) working meeting per month with the DGCCD, and workshops to gather information with the relevant sectorial authorities. The working meetings and workshops will be convened by the DGCCD with the support of the consultant. Likewise, the consultant will work together with the DGCCD to develop the methodology of the meetings and workshops in order to achieve the desired objectives. The consultant will prepare a brief report with the conclusions of the meetings and workshops.

 

Qualifications/Experience/Expertise

The consultant must have previous experience in research, evaluation or development of public policies for Climate Change. She/he must meet the following profile: 

    • Professional in engineering, legal or related.
    • General experience in the public or private sector, with at least 5 years of consulting or working experience in climate change.
    • Preferable with specific experience of at least 1 years in participatory process of climate change.
    • Preferable with English Language skills.

 

 

Additional Information

 

    • Contract duration: September 2020 - March 2021 (full-time)
    • Contract value: up to USD 22,000 (dependent on candidate's credentials)
