Introduction

Jordan, through its Compact presented at the February 2016 London Conference "Supporting Syria and the Region" has now pledged to deliver up to 200,000 working permits to Syrian refugees. While envisaged investments and expanded trade in Jordan resulting from the London Conference will create jobs in the long term, it is of crucial importance to allow for both Syrian refugees and vulnerable Jordanians to secure decent livelihoods in the meantime. To this end, it is proposed to implement Employment Intensive Investment Projects that link decent work with asset creation / maintenance in the communities.

Against this backdrop, the ILO, is collaborating with World Bank and provide technical support to their Municipal Services and Resilience Project (MSSRP 2017-2019) to increase its labour-intensity. The MSSRP intends to scale up activities which started under its predecessor the Emergency Services and Social Resilience Project (ESSRP 2013-2016) which targeted the improvement of infrastructure and service delivery based on the needs of communities hosting Syrian refugees and their municipalities. Municipalities are responsible for functions and services including solid waste collection, construction and maintenance of certain classes of roads, street lighting, slaughter houses, markets, parks, libraries and urban planning. Grants are provided under ESSRP/MSSRP to municipalities for selected categories of projects to enhance these functions and services.

The overall objective of MSSRP is to help Jordanian municipalities address service delivery impacts of the Syrian refugee influx and support investments that generate jobs and improve social and economic conditions in host communities. MSSRP also aims to create jobs through public investment by introducing employment intensive investment strategies. As such strategies are relatively new in Jordan the ILO was approached to provide technical assistance to MSSRP to assess, monitor and increase the employment generation under MSSRP. This support is funded under a separate technical assistance project.

The National Officer will be recruited to help the ILO office Jordan put into action the activities identified. More generally, s/he will promote, develop, backstop and evaluate employment intensive investment strategies within the MSSRP.
