Organizational Setting and Work Relationships
The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent.
The incumbent does not normally have any direct supervisory role. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Duties
- Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners.
- Promote and monitor the implementation of assistance projects.
- Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern.
- In co-ordination with implementing partners, assist with the reception, registration and provision of assistance to persons of concern to UNHCR.
- Keep track of cases of detention; register applicants for voluntary repatriation and family reunion.
- Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports.
- Submit recommendation for protection interventions to the designated officer.
- Negotiate with local authority counterparts, partners and populations of concern.
- Perform other related duties as required.

======================================================================================================== OPERATIONAL CONTEXT

Turkey hosts the largest number of refugees in the world. According to statistics of the Ministry of Interior, as of December 2019 the number of refugees in Turkey reached 4 million individuals.
Syrians make up the largest number of refugees in Turkey with around 3.6 million individuals, followed by Afghans, Iraqis, Iranians, Somalis and other nationalities.
The ten provinces in South East Turkey under Sub-Office Gaziantep AOR host about 1.9 million Syrians across 10 provinces. According to the Ministry of Interior, 98% of this population live in the host community while the remaining 2 % live in the temporary accommodation centres.
With the total of more than 454,000 Syrians registered under temporary protection, Gaziantep province is the largest refugee hosting province among the 10 provinces in South East Turkey.
The Government of Turkey leads the protection of and assistance to refugees and asylum-seekers in the country. UNHCR Turkey complements the work of the Government by supporting the inclusion of refugees into the national system, making the services known to refugees and strengthening their availability and accessibility. Hence engagement with local authorities in the provinces has been increasing. 
While large scale organized returns to Syria are not expected in the near future, UNHCR continues to monitor the voluntary nature of spontaneous returns, as well as population movement trends along the border.
Since late 2018, DGMM has taken up full authority for the registration and referral of asylum seekers of all nationalities in the country. Following UNHCR's phase-out from registration and refugee status determination, UNHCR engages in joint monitoring missions to monitor access to registration and to support the authorities in this regard.

Profile statement:

The incumbent will be part of the Field Unit Gaziantep. Under the supervision of Sub-Office Gaziantep, the Field Unit Gaziantep covers UNHCR's activities in five governorates of South East Turkey: Gaziantep, Kilis, Kahramanmaras, Osmaniye and Malatya.

The incumbent will report to the Field Officer/Field Coordinator heading the Field Unit Gaziantep in consultation with the Senior Field Coordinator and overall supervision of the Head of the Sub Office Gaziantep.

To fulfil his/her role the incumbent will spend a substantial percentage of her/his time working outside of the office, engaging daily with authorities, implementing partners and persons of concern. Therefore, strong interpersonal and communication skills, proven diplomatic skills, political awareness, and maturity to liaise with government officials and build collaborative respectful relationships with all stakeholders are essential. In addition the incumbent will also be back-up to the Head of Gaziantep Field Unit and supervise the field Unit team members and directly report to Head of Field Unit.

Professional experience in the area of refugee protection, internal displacement, human rights or international humanitarian law, including in the field working directly with the refugees, and also managerial skillsare essential.

Fluency in Arabic, knowledge of the region and operational context in Turkey and northern Syria will be considered as an asset. 

As part of her/his responsibilities, the incumbent will:

-    Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNHCR's mandate;
-    Assess the needs of the persons of concern and regularly coordinate with local authorities the UNHCR's support for effective and efficient protection delivery aiming at solutions;
-    In coordination with local authorities and implementing partners handle reception, registration and provision of assistance to the persons of concern;
-    Monitor registration activities in the provinces of the Field Unit's area of responsibility;
-    Monitor implementation of refugee protection and assistance programmes and activities conducted by UNHCR's partners;
-    Coordinate with partners, incl. the capacity building activities, and review their implementation progress reports;
-    Formulate and monitor the implementation of community support projects in collaboration with local authorities and the communities of concern;
-    Keep track of cases of detention and ensure that the needs of the persons of concern in detention are identified and appropriate responses provided;
-    Prepare regular weekly and monthly situation reports and periodic sectoral reports.
-    Supervise the Field team members and report to Head of Field Unit

Working and living conditions

Gaziantep is a (B) category family duty station.

Gaziantep is a city of approximately two million residents with a fairly high level of infrastructure. Health facilities, including hospitals with relatively high level of care are available locally.

Access to accommodation, supply and transport facilities is good. Apartments and flats are available and generally in good condition with working services as water, gas and electricity. There is an airport in Gaziantep with frequent flights to several locations in the country. Leisure and recreational facilities are limited but available and accessible.


Security considerations
The Region enjoys a relatively low crime rate. Compared with recent years, there has been a relative decrease in general criminality. There is no direct crime threat against the UN in the region.

Proximity to the Syrian border has led to a security sensitive environment in South East Turkey since the Syrian conflict began. The increasing involvement of parties to the conflict have worsened the situation, and the security levels in all of Turkey were raised in early 2016. Gaziantep duty station is Security Level 3. There are no known direct security-related threats towards the UN and its staff in the area though the security environment is prone to rapid changing.

UN staff in Gaziantep are advised to increase their precaution measures in general; good security awareness is needed by individual staff members.

Being settled outside of the South Anatolian Fault Line, the Region is exposed to a moderate threat of earthquake. The closing date of the job opening is 28 September 2020.
