OBJECTIVES OF THE PROGRAMMEAll Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right.All of WHO's actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work. The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations.WHO's mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.The WHO Country Office supports the Member State to shape its health policy in line with WHO's principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the GPW13 and particularly BCA with the Member State and its corresponding country work plan. WHO helps the country to improve its health system, facilitates policy dialogue and provides technical support as necessary. The WHO country office administers, consolidates, manages and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact. The Country Office also has a representational, fund-raising and resource steering function, as needed.The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
DESCRIPTION OF DUTIESWithin the framework of the Central Asia COVID-19 Crisis Response (CA-CCR) project, the incumbent will provide strategic guidance and oversight of the project implementation at country level, managing the monitoring and evaluation of progress and guiding communication activities to ensure successful implementation of the project. Key duties:1. Develop the project workplan and monitor its implementation in line with milestones and project deliverables, and with input from relevant technical units/country offices. 2. Project management, incl. contractual and financial management, internal and external coordination and quality assurance. 3. Monitor work packages and interventions funded by the project/grant(s) to ensure compliance with the set project/grant parameters and donor requirements.4. Oversight of the project budget and financial implementation vis-a-vis EU funding requirements and ensuring sound financial management and reporting in close collaboration with the Project Officer, Finance and Administration Assistant, and relevant units/teams at the regional level.5. Monitor project/grant(s) funding utilisation rates against the progress, eligibility of expenditures and reporting deadlines in accordance with donors' specific reporting schedules and requirements.6. Develop internal and external reporting and briefings on the project progress and implementation based on the technical inputs and field implementation updates. 7. Conduct quality assurance of submissions to the donor.8. Establish and maintain efficient coordination and effective communication with the contributing partner(s), the project team/office(s), within the organisation and with external stakeholders throughout the full cycle of the project (grant) management. 9. Identify gaps and recommend corrective actions concerning relevant management practices, approaches and procedures. Capitalising on the best practices and lessons learned, facilitate knowledge sharing, including capacity building across WHO EURO. 10. Review and provide input to funding proposals in support to related resource mobilization efforts at regional and country level.11. Perform other duties as required by the supervisor for the successful implementation of the Project.
EducationEssential: Advanced degree (Master's degree or higher) in health sciences or related field from a recognized university with a higher qualification in public health policy, planning and management.Desirable: Additional qualifications in health systems and/or public health.
Desirable: University degree (Master's degree or equivalent) in any of the above disciplines or a combination of training and professional experience relevant to the position. Project Management certificate
ExperienceEssential: At least 5 years of progressive experience at national and international level in project management with focus on health systems and/or public health and/or health policy/emergencies;
Desirable: Relevant experience working with the United Nations or with WHO or with countries part of WHO European Region. Demonstrated experience working with multi-country initiatives and complex/large-scale projects.
SkillsDemonstrated knowledge of the EU system and operational context, funding modalities, EU logical framework approach and reporting requirements. Excellent organizational and analytical skills. Demonstrated writing and communication skills. Interpersonal skills, diplomacy, tact and discretion, sound judgment and initiative. Demonstrated ability to work within a multi-disciplinary and multi-national team(s).

REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2992 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
