Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

This intervention focuses on social dialogue for constructive labour relations and the effective application of international labour standards for decent work in Timor-Leste.

 

It strengthens tripartite policy dialogue on measures for employment and working conditions in the context of the COVID-19 recovery and promotes bipartite social dialogue through effective models for workplace consultations and cooperation. The ILO provides technical assistance and advisory services to the Government on dispute settlement systems including mediation/arbitration. It also provides technical support for the ratification of the Tripartite Consultation Convention (C144).

The expected end-result of this intervention is the revitalization of National Council for Labour to facilitate effective social dialogue; an improved system of dispute resolution mechanism; agreed modalities to support workplace consultation between employers’ and workers’ organizations; and, tangible progress towards the ratification of Convention No. 144.

The Position

To ensure quality delivery of the project, the ILO Country Office for Indonesia and Timor-Leste is hiring a Senior Project Assistant to focus on supporting the direct intervention of this project.  

The Senior Project Assistant shall work closely with ILO tripartite constituents, and key stakeholders of the project in Dili - Timor-Leste and to ensure effective implementation, planning, monitoring, reporting and other direct targeted interventions of the project.

The Senior Project Assistant shall report to the Director of the ILO Office for Indonesia and Timor Leste and work closely with the Collective Bargaining & Social Dialogue Specialist in Bangkok, ACTEMP, ACTRAV, NORMES and the National Programme Officer based in Jakarta.

She/he will receive technical guidance, support from relevant technical specialists at the region (Bangkok DWT) particularly Collective Bargaining & Social Dialogue Specialist, Employer Specialist, Worker Specialist and International Labour Standard Specialist. 

Description of Duties

1. To ensure effective coordination of project activities in order to dliver integreated and comprehnsive interventions;

2. Conduct data collection and information gathering from ILO tripartite constituents and other key stakeholders for purpose of planning, implementation, monitoring, and evaluating activities;

3. Perform liaison duties with ILO tripartite constituents, and other key stakeholders for meeting, training, seminar and/or workshop and other activities; follow-up with relevant technical officers within counterparts to expedite implementation and meet targets.

4. Monitor project implementation by reviewing, verifying and analyzing work-plans to ensure effective implementation of the project;

5. Organize meeting, training, seminar and/or workshop; including assist in drafting terms of references and administrative/financial tasks in accordance with standard office procedures.

6. Serving as a focal point for the project and attending relevant meetings; 

7. Prepare inputs for implementation report of the project;

8. Prepare official correspondences, statement, news and other pulication information materials; and provide translation to local language as necessary;

9. Support ACTEMP, ACTRAV and NORMES for other duties assigned;

10. Perform other administrative duties and HR roles for ILO office as may be assigned by Director.

Required qualifications
Education

Completion of secondary school education, supplemented by technical or university level courses related to the work of the organization.

Experience

Seven years of professional experience in international development cooperation programmes; Experience in liaison and coordination activities and familiarity with industrial relations mechanism; Experience in administration work and in programme support activities.

Languages

Excellent command of Tetun and English in speaking and in writing.

Competencies

1. Good knowledge of programme and budget, project formulation and monitoring, and administration techniques and practices. Demonstrated ability to plan, implement, manage, monitor and evaluate project activities and expenditure.

2. Familiarity with industrial relation in Timor-Leste.

3. Excellent liaison and coordination skills.

4. Demonstrated ability to liaise and negotiate with government and social partners.
