ABOUT THE ROLE

Oxfam and partners in Cambodia, Laos and Vietnam, and regional partners StreetNet, AMRC and MMN are planning to engage with the ASEAN bodies to promote a more gender transformative social protection agenda by advocating for better maternity protection provisions for marginalized women workers, including informal and self-account workers. Establishment or extension of instruments such as early childcare, maternity leave, parental leave, mother-child allowances, employment protection and non-discrimination, have been proposed as possible demands to be brought forward in joint influencing strategies in the coming 2 years. This includes advocacy, media work and public campaigns, but also lobby work towards crucial stakeholders in decision making positions at the ASEAN level as well as national level.

JOB PURPOSE

The regional program “Equitable and Inclusive Social Protection for the Marginalized Informal Workers in ASEAN” is looking for a dynamic and creative agency/team of consultants to develop a regional communication campaign strategy to support the advocacy efforts of Oxfam in Cambodia, Laos and Vietnam, and regional partners and mobilize support on expansion and improvement of maternity protection provisions in the ASEAN region.

Overall objective:

Develop a regional communication campaign strategy to increase awareness of the public and policy makers in Cambodia, Vietnam and Laos) on the need and importance of maternity protection as a key social protection measure. It aims to develop a comprehensive communication strategy (including indicators and measurement tools) and all related products and communication materials to be used by all three countries to mobilize the public and policy makers to acknowledge the importance of maternity protection for all women.

The intentions of the campaign are to:

· Generate discussions and debates on the issues of maternity protection, challenges that women face during pregnancy and the importance of social protection before and after pregnancy

· Prompt further action from the policy makers and employers to acknowledge the importance of maternity protection for all working women (including informal and migrant workers)

· Contribute to a more gender transformative social protection agenda at the ASEAN level

The scope of work will be in three stages:

· First stage - the agency/team would be required to develop a Communication Campaign Plan conform the objectives detailed above for all three countries and regional partners. (Note that each country and regional partners will be responsible for the implementation of the campaign).

· Second stage, once the plan is approved, the agency/team would be required to implement the plan in Cambodia only.

· Third stage – monitor and follow up the implementation of the campaign in Laos and Vietnam and regional partners based on the indicators and measurement tools identified.

All the related costs of publicity material, videos, products, etc. are to be published on behalf of Oxfam but are to be borne by the agency/team. The consultant/team will also be required to attend meetings with Oxfam when needed.

JOB RESPONSIBILITIES

Description of the assignment and specific work

First phase – Development of the communication plan/strategy

· Prepare the development of the communication plan. The consultant is expected to analyze the evidence from a recent research conducted by Oxfam on ASEAN social protection strategy, as well as an undergoing research that is currently being conducted on maternity protection to support the campaign strategy. Facilitate discussions with Oxfam offices and partners in Cambodia, Laos and Vietnam and regional partners, to identify the priorities for the campaign in each country.

· Develop a communication strategy, with clear outcomes, targeted proposed activities, deliverables and indicators, as well as an implementation plan aimed at achieving the objectives. This should include:

o Expected outcomes

o Definition of audiences in collaboration with Oxfam for three countries

o Definition of branding and development of the campaign theme and key messages to be implemented by all three countries and regional partners. This will be developed in collaboration with three countries and partners

o Propose a digital marketing campaign and appropriate media such as materials, adds, digital media, public engagement, etc.

o Activity plan for implementation of the campaign in three countries

o Plan for media engagement (print and electronic and online) to cover the project with information and perspectives

o Design the tools / materials based on the communication plan after approval and prepare a toolkit with all designed materials and media products to be easily adapted and used by each country.

o Timeframe: definition of timeframe of communication campaign

· The communication and implementation plans will be approved by Oxfam before moving to the second phase

Second Phase – Implementation and roll out the campaign in Cambodia only

This stage would involve implementation of the components of the approved communication plan in Cambodia solely. In Laos and Vietnam, the campaign will be implemented by the Oxfam offices. The various activities to be carried out in the implementation stage are broadly discussed as under, but not limited to:

· Launch the campaign in Cambodia.

· Implementation of the campaign

o digital media (design and content management, development of content calendar and post of content, community engagement, etc.)

o media engagement (support with press release, brochures, plan, manage and secure media coverage, identify media partners such as local radio/TV for the campaign)

o 2 short videos (3-5min) for general public to deliver the messages

o Develop a photo portfolio to be used during the campaign

o Support with the implementation of other activities identified in the communication plan.

Third Phase – Monitor and Follow up the implantation of the campaign in three countries

· Provide continuous support (e.g. content creation, social media, materials design) to Vietnam and Laos offices and regional partners in the implementation of the campaign.

· Impact monitoring (measure and evaluate the effectiveness of the campaign) in three countries.

· Collect feedback from Laos and Vietnam on the implementation

· Develop a project closing report with observations and recommendations

Geographic coverage

The campaign is intended to be implemented in Cambodia, Laos and Vietnam, as well as by the regional partners.

Target groups

General public, regional ASEAN bodies, national and subnational policy makers (relevant ministries).

TEAM COMPOSITION

Oxfam intends to outsource both the consultancy and implementation work in Cambodia to an agency or team of consultants such that the single agency or team is responsible for the most effective plan and implementation.

It must be noted that the copyright for all the plans and reports and other intellectual property created as a part of this project shall vest exclusively to Oxfam which would be free to use all such material, without restrictions.

TRAVEL AND LOCATION OF WORK

Preference will be given to applicants from Cambodia.

DURATION OF THE ASSIGNMENT

The intended start date is October 2020, and the period of implementation will be for 7 months from this date.

CONTRACT SUPERVISION

The consultant will work closely with and under day-to day supervision of the of the Regional Policy Coordinator for Social Protection based in Oxfam in Cambodia to fulfil the objectives of this consultancy.

JOB REQUIREMENTS AND QUALIFICATIONS

The agency / team will need to have a team of appropriately qualified personnel with a broad range of skill mixes that allow it to deliver the tasks identified above. The consultant’s proposal shall demonstrate the following capabilities:

· Experience in conducting and designing, respectively, similar communication and strategies

· Experience in designing and managing social campaigns using creative communication and marketing technics

· Knowledge and experience of media production, communication and dissemination techniques and methods. This includes creating awareness via written, oral and visual media and marketing strategy techniques

· Knowledge of the ASEAN context

OTHER

· Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
