Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It supports Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.In line with UN Women Global Strategic Plan (2018-2021), and its Country Strategic Note (2019-2022), in Turkey UN Women works towards three overarching goals:1) Women lead, participate in, and benefit equally from governance systems,2) All women and girls live a life free from all forms of violence,3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.As stated, one of the strategic outcomes of the UN Women Global Strategic Plan is to ensure that “Women lead, participate in and benefit equally from governance systems.” In Turkey, the new country strategy of UN Women Strategic Note (2019-2022) also prioritizes increasing women’s political participation and supporting the government to meet its commitment to gender equality through the development of gender responsive plans and budgets.The second phase of the Gender Equality in Political Leadership and Participation in Turkey project (WPP) seeks to support women in various positions of leadership, with a renewed focus on women elected to municipal councils and in municipal government as well as media and continuing the work in the Turkish Grand National Assembly and with civil society. The project brings together gender equality advocates and women in leadership positions to encourage multi-stakeholder dialogues on issues that can advance gender equality and women’s empowerment at the national and local level such as the application of gender responsive budgeting (GRB) and gender sensitive governance. The project includes capacity development and training activities, advocacy and the exchange of best practices within Turkey and with women leaders in the region. The project is implemented by UN Women, in partnership with the Inter-Parliamentary Union (IPU) and funded by Swedish International Development Cooperation Agency (SIDA).This project will continue to work to ensure that:• legal frameworks and policies to advance gender equality and women’s right to participate in decision making are reformed/adopted and implemented;• women’s leadership and participation in politics is promoted by gender responsive measures (parliamentary mechanisms, processes and services); and• legal frameworks and policies to increase women’s leadership and political participation are influenced by gender equality advocates.In line with the Project’s objectives UN Women Turkey Office developed and delivered capacity building interventions for different target groups at local and central level on gender responsive budgeting. As part of its initiatives, UN Women Turkey Office organized and GRB training for Ankara Metropolitan Municipality in late 2019 to create awareness on GRB concepts and tools amongst Municipality staff and local councilors.In addition, to comply with the Projects objectives, UN Women Turkey Office organized trainings for local elected women on gender sensitive local administrations and service delivery in Mugla and Samsun in early 2020. Furthermore, a practical gender tool kit for for the locally elected women has been developed in order for them to advocate gender equality at their localities and respective institutions.To build on these initiatives, UN Women Turkey Office plans to further build the capacity of Ankara Metropolitan Municipality with a specific focus on Financial Services Department and to analyse the current budget of the Municipality from GE perspective in order to support the preparation of 2021 budget in a more gender responsive way. In addition, to follow up the impact of the capacity development workshops conducted with women local councilors in Mugla and Samsun and to discuss the gender responsive municipal service delivery during COVID-19 with them,  Monitoring Meetings are planned by the UN Women Turkey Office.

In this regard, the Consultant will be responsible for the following tasks:• To deliver a GRB training to Ankara Metropolitan Municipality Financial Services Department• To analyse the Current Budget of Ankara Metropolitan Municipality from GE perspective and to provide technical support to the 2021 budget preparation• To review the 2021-2022 Local Equality Plan of Mersin Metropolitan Municipality• To facilitate the monitoring meeting with women local councilors of Mugla and Samsun.

Duties and Responsibilities

Under the direct supervision of UN Women Project Coordinator, the National Consultant will be responsible for:

a) Designing and delivering a one day GRB training to Ankara Metropolitan Municipality Financial Services Department;b) Analysing the current budget of Ankara Metropolitan Municipality from gender perspective with Financial Services Department staff in a workshop format;c) Providing technical support to Ankara Metropolitan Municipality for 2021 budget preparation from gender perspective;d) Writing the report of the GRB traning and the technical analysis workshop;e) Reviewing the 2021-2022 Local Equality Plan of Mersin Metropolitan Municipality and provide recommendations;f) Preparing the content and facilitating a one day monitoring meeting for the participants of Capacity Development Workshop in Mugla and Samsun separately;g) Writing the combined report of the monitoring meetings.

In order for the training/workshops to meet the expected results and objectives, the National Consultant will be responsible for the following tasks:- Assessing the participants’ profile to tailor the training content;- Developing the training/workshop agenda and the training/workshop content (including the evaluation forms and pre/post tests) as well as the materials to be distributed to the participants in close collaboration with the UN Women Turkey project team;- Delivery of the training/workshops;- Preparing the reports GRB training and workshop and the combined report of the Monitoring meetings;- Participating in the discussion meetings with Mersin Metropolitan Municipality representatives;

 -Reviewing the 2021-2022 Local Equality Plan of Mersin Metropolitan Municipality and writing a report on recommendations.           

Duration of the assignment is from 5 October 2020 – 18 December 2020. The Consultant is expected to spend up to 22 working days on a non - consecutive basis throughout the assignment. The consultant will use his/her own equipment.

The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women Programme Manager shall be the only criteria for Consultants work being completed and eligible for payment(s).

Payment Schedule:National Consultant shall be paid upon successful completion of the deliverables in two installments as per the above table. Payment shall be affected only if all the deliverables in this TOR are submitted to UN Women WPP Project Coordinator within the timeframes stipulated in the TOR and they are approved by the Coordinator. Without submission and approval of the deliverables, Consultants shall not receive any payment even if they invest time for this assignment.During assignment’s related missions, the National Consultant may use the facilities of the office (i.e.internet access, printing, copying, local phone calls, etc.). However, s/he is expected to use his/her own personal computer.

Travel:This is a home-based assignment with no travel foreseen. In case of an unforeseen travel, UN Women Turkey Office will cover the organization and the costs of the consultant’s travel as per UN Women’s rules and regulations. UN Women will not cover transportation cost within duty station including the taxi costs.

Mandatory Courses:The Consultant shall complete all the mandatory and further required UN courses, training and modules on time. Their certificates shall be submitted to the Hiring Manager during the contract preparation process. Please note that the required training courses could vary based on contract content and duration, the nature of the work and inclusion of travel. Hence, the Consultant is obliged to follow the instructions of his/her Hiring Manager upon which training modules to complete and when to complete them.

Required Skills and Experience

Education:

  •  Master’s degree in social sciences, gender studies, economics or a related field relevant to the requirements of this TOR is required.
  • PhD is an asset.
Skills and Experience:
  • Minimum 5-year of relevant work experience in the field of gender equality and women’s empowerment
  • Minimum 1-year experience in developing and delivering trainings on gender equality issues
  •  Experience in gender-responsive budgeting and/or feminist economy issues is an asset.
  •  Specific experience related to working on central government public finance policies and processes is a strong asset.
  •  Previous professional experience with the international organisations and/or United Nations is an asset.

Language Requirement:

  • Fluency in English and Turkish (written and oral) is required.

Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1. Daily feeThe daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2. Daily Subsistence AllowanceN/A.

3. Travel CostsThe assignment is home based. In the case of unforeseeable travel, payment of travel costs should be agreed upon, between UN Women Turkey Office and the Consultant, prior to travel and will be handled by the UN Women Turkey Office.

4. Currency of the price proposalThe applicants are requested to submit their price proposals in Turkish Lira.
