Interviews are likely to be conducted around the third week of October and the assessment will include a written test and a panel interview. 
The Government of India - UNDP development cooperation framework aims to support development efforts and priorities of the Central and State Governments within the framework of the Sustainable Development Goals (SDGs). The UNDP India Country Programme is aligned with the objectives of the key development priorities of the Government of India while following an integrated approach across economic, social and environmental domains. UNDP India has a wide range of partnerships and programmes under implementation with the Central Ministries and States Departments. UNDP India is also expanding its engagement with the States to support and facilitate achievement of the SDGs and priorities of State Governments.
Under the Country Programme, UNDP India has also been providing demand-based development support services to Government partners, both at the national and state level, to bring integrated solutions to address development challenges and strengthen implementation capacitates. 
Under the guidance and supervision of the UNDP Resident Representative, the Chief Advisor for Strategic Planning and State Operations will act as an advisor to the Senior Management in the Country Office with regard to the above context and provide strategic direction to the Country Programme in line with the current and emerging development priorities and objectives.
Impact of Results: 
The key results have: a) a strategic impact on UNDP’s development cooperation framework with the overall objective of strengthening development results and b) strengthen programmatic coordination and partnerships at state level in support of efficient and effective implementation of the key development priorities at the national and state level.

Duties and Responsibilities

Summary of Key Functions:
1.Provides policy advice and inputs to strategic planning in line with the priorities and development objectives of the national and state governments and advice on partnerships and programmatic coherence to state offices; 
2.Leads strategic setting of programme design, planning and resource mobilization with Government partners; 
3.Provides strategic direction in support of the SDGs; 
4.Builds effective south-south and regional partnerships, as well as promotes collaboration, integration and partnerships with UN Agencies in India; 
5.Facilitates knowledge building and sharing.
1. Provides policy advice  and inputs to strategic planning in line with the priorities and development objectives of the national and state governments and advise on partnerships and programmatic coherence to State offices, focusing on the following results:
•Identify key priorities in consultation with line ministries and State Governments and strategies for implementation; 
•Advise on high value addition/high impact projects and scaling up of successful innovations and build on cutting-edge knowledge of global and national good practices and cost-effective development solutions; 
•Provide advice on strategies, policies and plans impacting operations and delivery of advisory, knowledge and learning services; 
•Advise on high quality and client-oriented services aligned to partner expectations and contributing to the strengthening of administrative efficiency of development programmes; 
•Manage and oversee UNDP field presence at the state level for effective coordination and implementation; 
•Identify approaches and modalities to achieve management targets and increase cost- effectiveness; 
•Provide leadership in overseeing effective provision of services to counterparts including fair and transparent procurement, human resources and financial management, as well as the consistent application of UNDP rules and regulations.
2. Leads the strategic setting of programme design, planning and resource mobilization with Government partners focusing on the achievement of the following results:
•Strengthen partnerships and oversight at the national and state level in the context of Government relationships and technical support; 
•Advise on capacity strengthening at state-level, to deliver on key development priorities and objectives;
•Coordinate programme design and implementation across programme areas and advices on capacity strengthening at state-level to deliver on key development priorities; 
•Support overall resource mobilization to support implementation of the Country Programme; 
•Advocate for UNDP services and delivery capacities with Government counterparts, donor community, international financial institutions and the UN;
•Advise senior management on operational issues affecting country programme delivery and operations; 
•Identify approaches and modalities to achieve management targets and increase cost- effectiveness; 
•Ensure full compliance of operations with UN/UNDP rules, regulations and policies, implement corporate operational strategies, establish management targets and monitor achievement of results.
3. Provides strategic direction in support of the Sustainable Development Goals focusing on the achievement of the following results:
•Coordinate and participate in UN-wide and development partner discussions on SDGs;
•Represent UNDP in inter-agency meetings and ensure smooth cooperation between the UN agencies in India; 
•Advise on localizing the SDGs particularly at the state level; 
•Foster programme convergence and cross-pillar synergies particularly at the state level;
•Make available innovative programme and knowledge management practices;
  4.Builds effective south-south and regional partnerships, as well as promotes collaboration, integration and partnerships with UN Agencies in India focusing on the achievement of the following results:
•Advocate for emerging priorities of developing countries and for strengthening India’s voice in regional multilateral cooperation fora; 
•Identify opportunities to strengthen south-south collaboration in the region particularly amongst SAARC countries; 
•Ensure engagement of UN agencies as appropriate in partnerships and discussions.
5. Facilitates knowledge building and sharing focusing on achievement of the following results:
•Ensure knowledge building and sharing with regard to cross pollination of development knowledge, especially in the areas of poverty reduction, energy and environment, governance and health systems strengthening;
•Provide strategic guidance and quality assurance of knowledge products; 
•Synthesize lessons learnt and best practices; 
•Contribute to UNDP knowledge networks and communities of practice; 
•Enhance staff capacity development and knowledge sharing across units and offices.

Required Skills and Experience


Essential: Master’s Degree in Public and/or Business Administration, Economics and other social sciences.
Essential- minimum 7 years of demonstrated work experience at the national or international level in providing operations and management advisory and support services and/or managing staff and operational systems;
Additional years of relevant professional experience would be highly desirable.
Demonstrated experience in writing policy briefs, strategic high-level negotiation to develop and introduce new policies. 
Significant work experience in Government or relevant multilateral institutions is highly desirable;
Advanced knowledge of international governance or UN/DP rules and regulations, policies, procedures and practices would be desirable;
Experience in Change Management and Business Process improvement, especially within in large teams or Government institutions;
Experience with the execution and implementation of large- scale development or Governance programs;

Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages.
Language Requirements:

Fluency in English and national language.
