Background

The Office of Information Management and Technology (OIMT) plays an active role in provision of Green Energy services and helping Country Offices implement energy efficiency measures in all UNDP operations. As part of efforts by the organization to “walk the talk” on SDGs and in line with a commitment to minimize “...environmental impact of its operations and to achieving overall climate neutrality”, plans are at an advanced stage to launch a challenge fund, dubbed the “Moonshot”, to enhance greening efforts in Country Offices. With a large number of COs still relying on diesel generators for the foreseeable future, OIMT considers it necessary to optimize their usage, preferably through generator synchronization, and increase monitoring in order to achieve significant reduction in carbon emission. Therefore, remote monitoring and taking advantage of any opportunities for continuous improvements are necessary. This project aims to achieve optimal usage of diesel generators across the organization by integrating UNDP Generators into Green Energy Generation and Storage Solutions, including Energy Storage System (ESS) such as Lithium Ion Batterie, solar panels, grid, generator synchronization, remote monitoring and control of the generator fleet performance, etc.
 
The project compliments the solar PV projects being deployed in many country offices and coordination from OIMT side ensures compatibility among all power sources. For new generator acquisitions, OIMT tries to follow as much as possible the solar PV 7-Step process to ensure systematic approach. For purposes of generator installations, the 7 steps are applied as follows:
 
Step 1: Self-Assessment– the Country Office works together with OIMT to determine the optimal size of the generator, guided by the load to be taken care of. Connectivity requirements are taken into account to ensure capability to monitor online. All data required for the solution is collected at this step.
Step 2: Business Case – entails basic analysis of collected data and production of documentation to reflect pertinent numbers like payback period, estimated maintenance costs, etc.
Step 3: Procurement and Cost Proposal – entails drafting of solicitation documents, particularly the technical specification that meet all requirements. In the absence of corporate LTAs, procurement units in Country Offices will be used for acquisition of the generators. OIMT takes the lead in technical evaluation of proposals in conjunction with the Country Office.
Step 4: Vendor Site Survey – the vendor, or their representative, conducts a site survey to determine the extent of civil works required. A report is submitted to UNDP for review to ensure correctness of facts and assumptions.
Step 5: System Design – focus is on integration with existing or planned sources of power, particularly solar PV system. The vendor presents how integration will be achieved and how operation will be carried out (manual or automatic on/off). Inclusion of or compatibility with an automatic transfer switch (ATS) and online monitoring is key for operation of the generator.
Step 6: Installation and Commissioning – carried out by the vendor, with OIMT oversight, to provide a turn-key solution.
Step 7: Operation and Maintenance – OIMT monitors the system online, follows up on outstanding issues, and provides advisory services, as may be necessary.
 
 

Duties and Responsibilities

  • Energy Efficiency: actively participate in crafting and improving of energy efficiency mechanisms for Country Offices. Carry out data collection and analysis for assigned projects, as guided by the supervisor;
  • Internet of Things (IoT): play active role in deployment of suitable packages to Country Offices and regular review of packages on offer to Country Offices for purposes of improvement. Carry out online monitoring of deployed sensors/gadgets to ensure high uptime and service availability;
  • Vehicle-Grid-Integration (VGI): play the role of focal point for VGI-related services to Country Offices, focusing mainly on assisting in deployment of EV charging stations and moving offices to different levels vehicle integration, monitoring progress of projects, and data collection from different projects across Country offices; 
  • Generator Monitoring: with guidance from the team leader, explore suitable solutions for enabling online monitoring of different diesel generators. Lead deployment of identified solution(s), online monitoring, data collection, and regular reporting. Assist the team in verifying integration of different energy sources in UNDP offices, particularly solar PV, diesel generator, and grid; 
  • Capacity Building: conduct webinars aimed at strengthening technical capacity of Country Office focal points, and internal learning sessions for all Green Energy team members and OIMT colleagues.

Required Skills and Experience

Education:
  • Secondary Education with at least six (6) years relevant experience. Bachelor’s Degree in Electrical Engineering, Renewable Energy or similar relevant field with relevant experience of at least three (3) years will be considered an advantage.
Experience:
  • Minimum 3-6 years of relevant working experience;
  • Ability to analyze single-line diagrams, design documents, and technical proposals;
  • Knowledge of solar PV-genset hybrid systems will be an added advantage;
  • Experience in working in developing countries will be an added advantage.
 
Language Requirements:
  • Proficiency in English;
  • Working knowledge of other UN language is desirable.
