Jhpiego is hiring for the position of Senior Program Officer – Health and Wellness Centers (HWCs) based at New Delhi. The position will work closely with the India Country Office team and state office team for ensuring timely operationalization of Health and Wellness Centers (HWCs) in the state of Bihar. The position will be responsible for backstopping the program implementation in the state of Bihar in close consultation with the National team lead- CPHC.

Responsibilities:

• Work closely with National CPHC team lead to develop strategy for project implementation in the state of Bihar
• Work closely with national and state team to develop annual work plan for the program and provide support in implementation and monitoring of program activities as per agreed plan and timelines.
• Work closely with State team lead and state government counterparts to develop, implement, monitor state specific CPHC project activities including development of roadmaps, work-plans, activities, reports etc.
• Backstop Bihar project team in providing technical assistance to state governments for operationalization of Health & Wellness centers in the state and for creating training ecosystem for certificate course in community health
• Meet regularly with MoHFW officials and state Government/National Health Mission officials for smooth project management in the state and respond to the requests in a timely manner
• Facilitate development of financial proposals for operationalization of training sites and HWCs jointly with STL and state officials for incorporation in the state’s NHM Program Implementation plan (PIP).
• Provide handholding support and build capacity of field teams in implementation of CPHC to achieve project goals. Coordinate with them to develop program reports to ensure state, donor and headquarter reporting needs are met.
• Facilitate project activities including trainings, on-site coaching, workshop planning, logistics planning and management to ensure smooth project implementation
• Backstop and guide the program team to develop and produce documents like situation analysis reports, assessment reports, success stories, gap analysis plans, procurement plans etc. as per the program need and local context.
• Work with Monitoring & Evaluation (M&E) team at national and state level to establish systems for tracking progress, indicators and deliverables according to agreed work-plans to ensure state and donor requirements are met
• Represent Jhpiego at national and state-level meetings involving government and development partners. Liaise with other partners working in primary healthcare
• Frequent travel to the state and districts as per the project and organizational requirements.
• Perform other activities, as assigned by the supervisor to achieve organizational goals

Abilities/Skills:

• Ability to lead a diverse technical team.
• Ability to multi task and work under multicultural environment.
• Ability to develop productive working relationships with other agencies, stakeholders and other organizations including government counterparts.
• Ability to handle a variety of assignments under pressure of deadlines.
• Strong written and oral communication skills in English and Hindi.
• Proficiency in writing technical and programmatic documents such as training materials and reports.
• Proficiency in computers – Microsoft Office.
• Ability and willingness to travel up to 60 % of his/her time.

Qualifications/Knowledge and Experience:

• Bachelors in Medicine, Dentistry, BAMS with valid registration. PG Diploma/ Masters in Public Health is a must.
• 6+ years of experience of working with government counterparts
• Technical knowledge and field experience in public health programs.
• Familiarity with the Indian health system, newer initiatives in health sector and relevant government policies/strategies particularly NHM.
• Experience in implementing and managing large-scale programs.
