Municipal solid waste management has become one of the most critical environmental issues across countries nowadays. The pollution caused by waste disposal which manifested by leachate generation and greenhouse gas emissions in addition to wasting different types of energy to handle municipal wastes in Tehran City have led to focusing on the importance of waste recycling and waste management process. In particular at-source waste separation is a high priority among other in Tehran. In metropolitan Tehran with an approximate population of nine-million and an area of about 730 square kilometres, the issue of effective municipal waste management is raised as one of the most vital pillars of urban and environmental planning of Tehran municipality.

On the other hand, the wide spread of COVID-19 has increased the volume of Tehran municipal waste along with the dangers imposed by municipal waste as health waste now. As a result, there is a pressing need to formulate a contingency plan to encounter different pandemics

Duties and Responsibilities

Under overall supervision of the UNDP Programme analyst and International consultant, will undertake the following activities:

• Reviewing the baseline and conduct situation analysis on municipal waste Management in consultation with Tehran Municipality
• Conducting systematic assessment of special waste streams: hazardous household waste, health waste particularly in pandemic situation, bulky waste, packaging waste, waste electrical and electronic equipment, construction and demolition waste
• Determining a benchmark for integrated waste management system in smart cities and introducing recent technologies in waste management system
• Reviewing financial mechanism and economic analysis of municipal waste management specially in the context of COVID-19
• Preparation of final report for submission to Bangkok Reginal Hub (BRH)
• Providing required local supports for international consultant

Required Skills and Experience

Education:

• Bachelor of Science in Waste management or Environmental-related fields;

Experience:

• Minimum 5 years’ experience in feasibility study, research, monitoring and verification of sectoral projects,
• Good understanding of national regulations and procedures relating to waste management,
• Familiarity with national bottlenecks and concerns regarding the waste management reports in Iran.

Desirable Qualifications:

• Expertise in financial and economic analysis of municipal waste management,
• Expertise/knowledge or proven experience in special waste streams
• Familiarity with UN system and Tehran municipality projects and procedures,
• Previous experience of working/collaboration with UN agencies particularly UNDP and knowing their exigencies.
• Familiarity with integrated waste management system in smart cities

Competencies:

• Fluency in Farsi and English with excellent verbal and written skills in both languages
