Organizational Setting

FAO's Sub-regional Office for the Caribbean (SLC) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing sub-regional food, agriculture and rural development priorities. It develops and maintains relations with sub-region-wide institutions including Regional Economic Integration Organizations (REIOs). The Sub-regional Office is a subsidiary of FAO's Regional Office for SLC.

SLC is located in Barbados and is responsible for 13 countries of the Sub-region. SLC houses the FAO Country Office for Barbados and the other 6 OECS (Organization of the Eastern Caribbean States) countries (Antigua and Barbuda, Barbados, Commonwealth of Dominica, Grenada, St Lucia, St Kitts and Nevis and St Vincent and the Grenadines).

Reporting Lines

The Consultant reports directly to the relevant Officer within SLC/RLC and is under the overall supervision of the Sub-regional Coordinator, SLC.

Technical Focus

The objective of the Consultant is to provide FAO with economic and policy analysis to enhance the FAO guidance and technical programme planning for the development of agri-food system in the Caribbean sub-region and its work in promoting the achievement of the 2030 Agenda through the Sustainable Development Goals.

Tasks and responsibilities

The tasks and responsibilities of each selected Consultant will be defined in the Terms of Reference for the specific assignment. In general, assigned tasks and responsibilities will normally include a number of the following elements depending on the assignment and the expertise of the Consultant:

Economic Research

  • Conduct economic research and other data gathering to support an evidence-based approach to decision-making at the national and regional levels.
  • Use appropriate economic models and analysis tools to appraise various policy and intervention instruments around the SLC/RLCs areas of work,
  • Systemise, analyse and present coherently research findings on possible strategic investments to support the project pipeline

Preparation of Technical Papers

  • Contribute to the thought-process towards the development of agri-food system innovative financing mechanisms
  • Support multi-disciplinary teams in the conceptualisation and development of technical interventions to assist countries in building their agri-food system resilience
  • Contribute to other relevant studies, publications and analyses, knowledge products and dissemination materials related to SLC/RLCs areas of work, including guidelines, capacity building and training material as required.
  • Identify key policy, regulatory and capacity constraints affecting regional agricultural development

Participation in Strategic Meetings

  • Participate in ‘think tanks’ and generate policy recommendations to resolve issues affecting inter alia; food and nutrition security, intra-regional trade
  • Advise sub-regional coordinator on critical issues and represent FAO, when needed, in national technical meetings.
  • Collaborate with relevant intergovernmental organizations, and non-governmental organizations, in areas of mutual interest
  • Any other duties related to SLC/RLC areas of work

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in Agricultural Economics, Development Economics, Development Finance or any other related degree.
  • At least 5 years of relevant experience in performing economic analysis to support policy development in the Caribbean SIDS
  • Working knowledge of English and limited knowledge of French or Spanish for COF.REG. Working knowledge of English is sufficient for PSA.SBS.

Technical/Functional Skills

  • Experience in carrying out econometric analysis
  • A minimum of five years of progressively responsible professional experience performing economic analytical assignments
  • Experience in public policy preparation and evaluation
  • Experience with agri-food systems development and demonstrated familiarity with the private sector
  • Good report writing skills
  • Experience with Agriculture sector development
  • Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Power Point)

Selection Criteria

  • Extent and relevance of experience with econometric analysis
  • Extent and relevance of experience in providing analytical support to Agriculture sector development
  • Extent of experience in public policy preparation and evaluation
  • Experience in the design of financial instruments
  • Extent of experience with private sector engagement
