Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

 

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

 

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

 

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

 

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

 

Organisational Context

The Protection Strategies Unit (PSU) is within the Investigation Division (ID) and is in charge of the following functions:

OTP-wide responsibility for the welfare and security of all witnesses and persons interacting with the OTP;

Developing Strategic Threat and Risk Assessment’s (STRA) for each investigation with suspect profiles;

Developing protection strategies for each case based on the STRA;

Contributing to and developing operational concepts for each investigation;

Contributing to the development of budget forecasts on witness related support and protection;

Development of databases, analytical reports, and other material to support OTP decision making as it relates to witnesses;

Maintenance of a database, and follow-up in witness related support and protection issues as communicated to the Victims and Witnesses Section (VWS);

Monitor VWS compliance;

Providing support to the trial proceedings;

Production of individual risk assessments for all witnesses;

Maintaining and monitoring OTP compliance with protocols, instructions from Chambers, and agreements with third parties as they relate to witness protection;

Research and development of methods and strategies to enhance the security, safety and welfare of witnesses and persons interacting with the OTP.

 

Duties and Responsibilities

Under the supervision of the Head of the Protection Strategies Unit (PSU) in the Office of the Prosecutor (OTP), the incumbent will perform the following duties:

 

  • Responsible for drafting and updating Individual Risk Assessments (IRA);
  • Provide assistance in the retrieval of information relevant to each specific situation and conduct information searches as requested to produce strategy reports and Security Risk Assessments (SRAs).
  • Implement and manage the unit’s record management system by maintaining the classification structure, storage, indexing and classification of records relevant to protection and security;
  • Maintain accurate and updated records in relation to protection and security as well as provide support to related databases for each situation including a database for filings and referrals in relation to witnesses;
  • Provide support in the management of analytical databases by maintaining information in appropriate systems and assist in the analysis (production of analytical charts, statistical data, profiles), collation and dissemination of information in support of the witness protection strategies for each situation;
  • Act as a main focal point between ID investigation teams and units, VWS and Persons at Risk (PAR) to collect relevant information to advise on appropriate risk mitigating measures, security monitoring, immediate response system (IRS) activation, support requirements and  requirements for In Court Protection Measures (ICMP) and trial support; 
  • Act as the unit’s focal point and liaison with other divisions, sections or teams for all matters relating to information management;
  • Perform other duties as required.

 

Essential Qualifications

Education:

Diploma of secondary education.

 

Experience:

At least (eight) 8 years of progressively responsible work experience in information and data management, office administration or other relevant field (preferably in a legal international or national institution). A university degree, being at advanced or first-level, in combination with six (6) years of relevant experience, may be considered as a substitute for two years’ of working experience only to determine eligibility.

 

Knowledge, skills, and abilities:

  • Excellent organizational skills and attention to detail;
  • Strong drafting skills;
  • Excellent IT skills, advanced practical experience using TRIM, Case map and/or Ringtail is highly desirable;
  • Advanced research skills and analytical knowledge;
  • Ability to work under pressure with tight deadlines and manage conflicting deadlines;
  • Absolute discretion and ability to exercise sound judgment in dealing with highly confidential and sensitive information;
  • Ability to communicate effectively and establish good working relations with people of diverse cultural backgrounds;
  • Professional and personal integrity.

 

Knowledge of languages:

Proficiency in one of the working languages, English or French, is required. Working knowledge of the other would be considered a strong asset.  Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.
