BACKGROUND

UNESCO works to create an enabling environment for a free, independent and pluralistic media by promoting and protecting freedom of expression, safety of journalists, access to information and fostering a media and information literate society. The 2030 Agenda for Sustainable Development, under Goal 16, recognizes the importance of “access to information, fundamental freedoms and the safety of journalists for the creation of peaceful, just and inclusive societies”. The projects “Preventing hate speech and promoting peaceful society through Media and Information Literacy” and “Multi Donor Programme on Freedom of Expression and Safety of Journalists” aim to help facilitate UNESCO’s work in the realization of the Sustainable Development Goals (SDGs).

Long Description

UNESCO office in Myanmar is working with a wide range of stakeholders, including the Ministry of Information, the Myanmar Press Council, international and local media development organizations, journalists and media associations, on a series of activities to promote the freedom of expression and access to information.  The activities include awareness raising on freedom of expression and safety of journalists, capacity building programmes and multimedia campaigns to promote Media and Information Literacy and advocacy for the development of Community Media in Myanmar. UNESCO office is trying to counter hate speech and disinformation during and beyond the 2020 election period by promoting MIL competencies among citizens, and support the setting up of a multi-stakeholder platform, which leads to a nationally owned movement to set strategic directions and lead action on promoting diversity, inclusivity and non-discrimination in Myanmar.

MAJOR DUTIES AND RESPONSIBILITES

Under the overall authority of the Director of the UNESCO Asia and Pacific Regional Bureau for Education and under the direct supervision of Head of the Myanmar Project Office, working in close collaboration with UNESCO Communication and Information team in Myanmar, the incumbent will provide day-to-day programmatic, management and implementation support to projects as follows:

Major Duties and Responsibilities
  • Contribute inputs and review the development of communication, information and educational materials as well as outreach materials related to the projects;
  • Coordinate with the Ministry of Information, particularly the officials in the Information and Public Relations Department on implementation of MIL activities, trainings and programmes;
  • Assist in liaising with UNESCO experts in media development and trainings related to the projects;
  • Provide informal translation of English-Myanmar or Myanmar-English for project-related documents including reports, public communication materials or written feedback from participants in the activities organized;
Long Description
  • Assist in planning, design and implementation of monitoring and evaluation of project activities, including collection and analysis of data, desk review of relevant articles and publications, interviewing national stakeholders, and preparing brief reports on findings and progress reports for the donors;
  • Draft terms of references for consultancies and services and manage contractual and administrative arrangements for activities related to a multi-stakeholder platform, in accordance with the UNESCO’s administrative rules and regulations;
  • Prepare position papers, thematic briefs and project concept notes in accordance with UNESCO’s guidelines and make them available for UNESCO team’s use;
  • Perform any other duties as required by the Head of Project Office to support UNESCO’s communication and information (CI) activities in Myanmar.

Education

  • Master Degree in the field of communication, information science, social science, media, management or related areas

Work Experience

  • Minimum two (2) years of relevant experience preferably in the field of communication and information, at the national and/or sub-regional level

Languages

  • Excellent knowledge of English and Myanmar (spoken and written)

Skills and competencies

  • Excellent organizational and project management skills;
  • Excellent communication and interpersonal skills;
  • Ability to work independently on delegated tasks;
  • Ability to work well with team members across different types of activities;
  • Creative thinking and problem solving skills;
  • Proven ability to work efficiently, under pressure, and in a multi-cultural environment
  • Excellent ICT skills with proficiency in the use of MS Office (Outlook, Word, Excel, PowerPoint, etc.).
DESIRABLE QUALIFICATIONS

Education

  • Master Degree in the field of communication, information science, social science, media, management or related areas

Work Experience

  • Experience within the UN System or international organizations
  • Experience working with and/or in Myanmar’s media, communication and information sectors;
  • Experience working with Myanmar government officials.

Skills and competencies

  • Ability to type on a computer using Myanmar Unicode and Zawgyi fonts.
  • Ability to work effectively with diverse groups of professionals towards common goals
