Background

The Terrorism Prevention Branch (TPB) of the United Nations Office on Drugs and Crime (UNODC) has been the key United Nations entity providing legal counter-terrorism technical assistance to Member States. As mandated by the United Nations General Assembly, TPB works to assist Member States, upon request, with criminal justice responses to terrorism. The UNODC Regional Office for South Asia (UNODC ROSA) is located in New Delhi (India) and covers six countries of the region: Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. Under its Regional Programme for South Asia for the period 2018-2021, UNODC is delivering technical assistance in the region under the following five components: (1) Countering transnational organized crime; (2) A comprehensive response to the drug problem (drug trafficking & drugs and health); (3) Countering corruption; (4) Terrorism prevention; (5) Criminal justice and crime prevention.
 
In this context, UNODC will provide technical assistance to the Government of Bangladesh to reduce threats to air cargo security at its international airport in Dhaka to counter and prevent terrorist activities. The project builds upon previous UNODC work in Bangladesh; particularly, UNODC has been working in aviation security in Bangladesh since 2013, when the country agreed to implement the UNODC-WCO Container Control Programme (CCP), resulting inter alia in establishment of an Air Cargo Control Unit (ACCU) at the Hazrat Shahjalal International Airport in Dhaka.
 
Specifically, UNODC will aim to build the capacity of relevant counterparts to safely, accurately, and in a timely manner screen inbound and outbound air cargo for high-risk threats and assist relevant stakeholders to expertly communicate and/or respond to threats, when identified. This will be achieved by procuring and delivering explosives detection equipment (such as energy-dispersive X-ray machines), as well as by designing and facilitating training and mentorship to relevant stakeholders on the use and maintenance of the provided equipment.
 
The project will adopt an integrated programmatic approach by drawing national, regional and global UNODC expertise to deliver activities in Bangladesh. Furthermore, the project would contribute to the implementation of the UNODC Regional Programme for South Asia (2018-2021), especially Subprogramme 4 (Terrorism prevention).
 
In carrying out relevant programme activities, UNODC cooperates with government agencies: particularly, the Ministry of Foreign Affairs, Ministry of Home Affairs, and the Ministry of Civil Aviation, as well as with the International Civil Aviation Organization (ICAO), and coordinates activities with other UN agencies and international and national development partners.
 
In order to implement the mentioned programme activities, UNODC wishes to engage a National Programme Coordinator in Dhaka, Bangladesh. 
 
The incumbent will work under the overall supervision and guidance of the UNODC Regional Representative for South Asia and in direct coordination with the UNODC Programme Office in Bangladesh, as well as with technical support and consultation from the Terrorism Prevention Branch in UNODC Headquarters and with ICAO.
 

Duties and Responsibilities

Under the overall supervision and guidance of the UNODC Regional Representative for South Asia; in coordination with the UNODC Programme Office in Bangladesh, as well as with technical supervision and support from the Terrorism Prevention Branch in UNODC Headquarters and the Container Control Programme (CCP), the incumbent will have overall responsibility for the implementation of the action and will be responsible for extensive liaison with the national counterparts; support to and oversight of the International and National Consultants; coordination with the Regional CCP Programme Coordinator and ICAO; substantive support to organization of training activities, workshops, national and regional meetings; continuous monitoring and evaluation of the project; and liaison with and reporting to the donor. 
 
Duties and Responsibilities:
 
Substantive management and coordination of the project in Bangladesh
  • Supervise and coordinate the delivery of the Bangladesh Air Cargo Security Programme, including oversight of Outcome 1 on improved risk assessment capacity to identify explosives and other suspicious goods in air cargo and establishment of a secure storage area for screened air cargo prior to it being boarded onto the aircraft, especially targeting the air cargo bound for the U.S., as well as Outcome 2 on strengthening capacity of the ground handling agent and law enforcement authorities at the airport to identify and interdict explosives in air cargo using explosives detection system;
  • Ensure synergy with other programmes in Bangladesh and coherence with the Regional Programme for South Asia and the overall UN strategy on the ground, and ensure coordination among the relevant personnel and units at ROSA, ROSEAP and UNODC (HQ), as well as ICAO, in particular with regard to the implementation of capacity-building activities;
  • Ensure regular communication with all stakeholders and ensure that reporting obligations and other obligations towards the donor and other stakeholders are fulfilled in a timely manner;
  • Ensure complete visibility of the project and share regular updates within and outside UNODC, including in the context of the UN Country Team;
  • Manage financial and human resources of the programme, in particular, oversee procurement and monitor and supervise the International and National consultants;
  • Prepare and draft a variety of written outputs, such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations;
  • Conduct and coordinate project monitoring and evaluation in accordance with the agreed evaluation design and data collection procedures;
  • Assist with the organization and implementation of assessment exercises, project evaluation and thematic evaluations, including drafting of ToR and recruitment of experts as well as ensuring the required follow up to recommendations formulated in reports;
  • Organize and participate as a resource person in advocacy meetings, roundtables, training workshops and other meetings related to issues pertinent to the project;
  • Contribute to developing strategic partnerships with key constituencies, including national and local authorities, other UN agencies and relevant international stakeholders in the country;
  • Maintain contact on aviation security issues and with international bodies and organizations and work closely with liaison officers in the region;
  • Perform other duties as required.

Required Skills and Experience

Education: 
  • An advanced university degree (Master’s or equivalent) in aviation science (aviation safety, aviation security), law, criminology, political science, international relations or other relevant disciplines or related fields of criminal justice, crime prevention and/or law enforcement is required.
Experience: 
  • A minimum of seven years of professional, progressively responsible experience in law enforcement, security sector, organized crime, crime prevention and criminal justice or a related area is required; experience specifically in the area of aviation security would be a strong asset;
  • International work experience or previous work experience within the UN system and familiarity with its rules and regulations, as well as experience in technical cooperation programme planning and management, is desirable;
  • Experience in and knowledge of relevant development issues as well as experience working in South Asia are an asset;
  • Proven ability to work independently and as a member of a multidisciplinary and multi-cultural team;
  • Well-developed communication skills to liaise, negotiate and advocate with key stakeholders including with other implementing agencies;
  • Ability to write reports and reviews and conduct presentations by clearly formulating positions on issues and defending recommendations.
Technical Requirements:
  • Thorough knowledge of aviation security in Bangladesh and understanding of country's needs and priorities in this area; 
  • Good knowledge of the administrative functioning of government institutions and related departments/agencies, and of other partners in Bangladesh.
Language: 
  • For this position, fluency in English and Bangla, with excellent drafting skills in both languages, is required.
