Under the supervision of the Editorial Specialist (P4) and in collaboration with the Chief, Editorial Unit (P5), the Statistical Specialist (P3) will play a key role in executing the Office’s global discourse function by conducting original and compelling quantitative analyses that will help inform and promote discussions and debates concerning children, and advance UNICEF’s global advocacy. The Statistical Specialist will be OGIP’s leading statistical expert, roaming across the office to support other colleagues on the full range of office projects and products, including UNICEF’s flagship “State of the World’s Children” report, as well conducting independent data projects that can enhance UNICEF’s reputation for thought leadership.

The Office of Global Insight and Policy (OGIP), established in 2019 to assist UNICEF in interpreting, and engaging in, a rapidly changing world, and serves as an internal think-tank, providing UNICEF with intelligence on a range of issues with implications for children and its work, equipping the organization to more effectively shape the global discourse, and preparing it for the future by scanning the horizon for frontier issues and ways of working.

OGIP conducts analysis on a range of external issues based on soliciting needs across the organization, identifies implications, translates into options or recommendations, and socializes with relevant parts of the organization. OGIP’s generates commentary and briefings, to enable UNICEF to more effectively drive the global conversation vis-à-vis children and leverage its normative influence and analyzes new issues and ways of working to incorporate into UNICEF's core business and next strategic plan to drive the organization forward.

How can you make a difference?

Tasks will include…

Analysis

  • Coordinate the production of a range of assets, including blogs, essays, speeches, briefing reports, rapid assessments, and UNICEF’s flagship report, The State of the World’s Children, by conceptualizing and implementing compelling quantitative analyses.
  • Analyses could range from simple visualizations to the creation of original indexes and surveys, to conducting regression analysis and cost-benefit analysis.
  • Provide support data-driven projects led by colleagues in the office.
  • Initiate, conceptualize, and see through to completion new and innovative data-related projects consistent with OGIP's mandate, either independently or with support from colleagues and/or consultants.
  • Draft blogs, articles and textboxes that describe analyses in clear terms.
  • Present data in elegant and captivating ways that draw in audiences and convey complex messages in simple terms.
  • Annotate, document and record work to enable replication by others

Data Management and Capacity

  • Establish and maintain datasets of particular relevance to OGIP’s work. Undertake data cleaning and labelling as needed.
  • Assist colleagues in the interpretation of data and data-driven research, the identification of datasets relevant to their work, and opportunities for conducting or commissioning analyses that could enhance their work.
  • Explore and uncover new and innovative sources of data that can be combined with existing datasets to generate new findings, for example through techniques such as web-scraping.

Contribution to OGIP’s mission

  • Contribute in shaping a dynamic, collaborative office including its modalities of work and external engagement.
  • Represent UNICEF in relevant forums as required, both within UNICEF and externally.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Math, economics, or related fields.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 5 years of relevant professional experience in data analysis, public policy, data journalism or other relevant field is required.
  • experience working with both aggregate databases and microdata is required.
  • High proficiency in Stata, and preferably R. Familiarity with Python, ArcGIS, and data visualization applications highly desirable.
  • Excellent writing skills is highly desirable.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
