Organizational Setting

The Forestry Department ensures the development of policies, strategies and guidelines and provides advisory and technical services to FAO Members. It collects, analyses, disseminates information to FAO Members, and serves as a neutral forum for policy and technical dialogue between nations on matters related to forests. The Department promotes the FAO mission in forestry, which is to enhance human well-being through support to member countries in the sustainable management of the world's trees and forests.
The post is located in the Statutory Bodies, CPF and Outreach Team.

Reporting Lines

The Senior Forestry Officer reports to the Assistant Director-General, Forestry Department.

Technical Focus

Support to statutory bodies, international forest policy, communication and outreach.

Key Results

Leadership and technical policy expertise for the planning, development and implementation of Departmental / Division Programmes of work, projects, products, services in accordance with (Departmental -) FAO Strategic Objectives.

Key Functions

• Plans, manages, or leads highly specialized or multi-disciplinary teams, leads, coordinates, and/or participates on Organization-wide, cross-Departmental committees, project teams, and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies.
• Analyzes global and country specific requirements and relevant technical issues to provide critical input into the FAO Strategic Objectives, Programme of Work, work plans and the supporting budgets and/or resourcing strategies.
• Implements and monitors programmes of work involving the development of the approach, evidence based strategies, and related tools, methodologies and the supporting system/database, monitoring and reporting frameworks.
• Conducts, designs and oversees research and analysis activities to support the development of technical standards, international instruments, innovation, technical reports, publications and/or on-going programme development as well as the provision of technical and/or policy advisory services.
• Provides technical and policy advice to Member countries and technical support to decentralized offices in the development and implementation of their programmes.
• Leads and/or collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning, on-line tools.
• Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders.
• Leads and/or participates in resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions

• Provides strategic guidance to and lead the Statutory Bodies, CPF and Outreach Team
• Acts as Secretary of FAO's governing body on forestry matters, the FAO Committee on Forestry (COFO), is responsible for the planning and conduction of biennial sessions of the Committee;
• Liaises and collaborates with other FAO Technical Committees and relevant bodies, in particular Committees on Agriculture, Fisheries and on Commodity Problems (COAG, COFI, CCP) as well as the Committee on World Food Security (CFS);
• Coordinates the planning of biennial sessions of FAO's six Regional Forestry Commissions and provides input to FAO's Regional Conferences on matters relevant to forests and trees
• Supports the Assistant Director-General in his functions as Chair of the Collaborative Partnership on Forests ' a voluntary partnership of 15 organizations with significant programmes on forests and forestry issues
• Collaborates with the Office of Corporate Communications and leads the Forestry Department's work on external communication and outreach, including publications, the website and social media
• Acts as Chair of the Editorial Board for FAO's journal Unasylva.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in forestry, forest policy or other field related to natural resources management
• Ten years of relevant experience in international forestry issues, natural resources management or forest policy including working experience in developing countries
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

• Extent and relevance of experience in different countries and regions, especially in developing countries and countries in transition
• Extent and relevance of experience of coordinating and managing external communication and outreach
• Ability to mobilize resources
• Extent and relevance of experience in organizing large international meetings.
