Summative Evaluation of KAICIID’s Partnership with the World Organization of the Scout Movement

BACKGROUND

The partnership of the King Abdullah bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue (KAICIID) and the World Organization of the Scout Movement (WOSM) was an opportunity to introduce over 50 million young people across the globe to dialogue and building their capacity in dialogue in order to  contribute to the fulfilment of KAICIID’s strategy and the achievement of the global United Nations Sustainable Development Goals. KAICIID and WOSM have been working closely and fruitfully together since 18 November 2013 when the two organisations signed a Memorandum of Understanding as part of their commitment towards “encouraging interreligious and intercultural dialogue [...] and improving relations among people of different religions and cultures”.

The main objective of the partnership was to promote and mainstream dialogue and spiritual development within Scouting so as to sustain a culture of peace. Towards this end and following a 2-year Strategic Plan (2015-2017) of joint activities and programming, serving as a foundation towards the joint Dialogue for Peace (DfP) programme, a triennial programmatic cycle (2017-2020) commenced. With the outbreak of the COVID-19 pandemic in early 2020, the end of the programmatic cycle is intended to be extended beyond 2020 to mid-2021.

Working towards sustainability of the joint DfP programme by the end of the cycle, the triennial cycle is also marked by work undertaken with regards to Spiritual Development in Scouting as well as the development of support tools and educational materials.

Through joint dialogue programming, KAICIID and WOSM expect the following outputs by the end of the cycle:

Strengthening the international pool of accredited trainers of DfP to 40 members;

Enhancement of the Scouts’ dialogue learning resources through increasing the number of available DfP materials; and

Increased understanding of religious and interreligious aspect of the Scouts life through furthering the availability of materials related to Spiritual Development in Scouting.

PURPOSE OF THE EVALUATION

The evaluation will attempt to determine as systematically and objectively as possible the relevance, efficiency, achievements (outputs, prospects for achieving expected outcomes and impact) and sustainability of the overall partnership. It will also identify factors that have facilitated or impeded the achievement of the objectives and cover the entire partnership process from the beginning to the present, with a special focus on ‘Promoting and Mainstreaming Dialogue and Spiritual Development within Scouting’ (one of the main outcomes of the Centre’s work on Youth as a strategic cross-cutting theme), a collaborative effort of KAICIID and WOSM, through review and analysis of programme plans, collaboration agreements, monitoring of outcomes, reporting and performance data as well as previous evaluations (mid-term evaluation) in order to facilitate a performance assessment according to results-based principles and advise on the difference the partnership has made in terms of programme implementation, scaling-up, sustainability and key implications for a joint collaboration in line with the forthcoming KAICIID Strategic Plan.

The evaluation will extend over all specific geographic and thematic areas covered by the programme, and assess the entire results chain, but will focus more specifically on outputs and planned outcomes, and also the likelihood of achieving planned impact. Inter alia, this includes analysis of pertinent issues such as management arrangements, procurement and financial aspects, timeliness of interventions, selection of beneficiaries, and prospects for sustainability.

As an utilization-focused summative evaluation, it is expected to inform strategic decision-making of its primary users – the two organizations and their target beneficiaries – and generate new knowledge for enhancing capacity of all relevant stakeholders within the WOSM, especially scouts and young people. It will also be of special interest to the Centre’s management, governing bodies, as well as the Centre’s counterparts in focus countries and regional level partner institutions.

OBJECTIVES

The main objectives of the evaluation are to:

  • Conduct an assessment of the performance (results versus objectives) of the KAICIID/WOSM partnership with a specific focus on relevance, efficiency, effectiveness, sustainability and impact, as well as the progressive and potential future focus on mainstreaming gender, human rights, countering hate speech, safeguarding sacred sites;
  • Identify areas for potential corrective measures and adjustments for increased performance; and
  • Identify lessons learnt for KAICIID’s knowledge management processes and best practices for potential replication by both organizations, in particular best practices for effective partnerships.

The evaluator would complete a thorough review of the programme documents including related projects as well as previous assessments (i.e. mid-term evaluation); complete consultations with relevant KAICIID & WOSM staff/experts to carry an evaluation of all aspects of the programme and compile a report including recommendations for potential areas of joint collaboration between both organisations as well as replicable findings pertinent to partnership management.

SCOPE OF TASKS

In close consultation with the Evaluation Advisory Group (see below in the section on Management Arrangement), the evaluator is expected to:

  • Identify and map out partnership strategies used over the last five years with specific reference to (i) partnership vision; (ii)  institutional leadership; (iii) joint ownership and accountability for results; (iv) communication and collaboration; (v) programme alignment and sustainability and (vi) response to local context. Essential indicators and criteria for each of these aspects need to be developed and used in conjunction with the main OECD/DAC criteria indicated above.
  • Develop the methodology and tools for the summative evaluation.
  • Identify relevant documentation and perform a desk review of all data relevant to the implementation and promotion of the Programme and its outcomes so far and strategy for sustainability within Scouting.
  • Hold internal consultations with KAICIID and WOSM staff and attend selected events/activities online, as necessary.
  • Perform other tasks related to the objectives of this evaluation, as instructed by KAICIID and WOSM jointly.

QUALIFICATIONS AND EXPERIENCE 

  • At least 20 years of professional experience in conducting evaluations of international policies and programmes utilizing a wide range of approaches and methods including utilization focused, gender and human rights responsive, and mixed methods with a background in social science; with academic degree in project management, international relations, law or social science;
  • Extensive experience acting as team leader for complex evaluations;
  • Previous experience in conducting evaluations covering social and governance issues with  extensive knowledge of policy mechanisms and initiatives by intergovernmental organizations and participatory approaches [knowledge of peacebuilding work and faith based organisations would be considered an asset, but not mandatory];
  • Excellent knowledge of the UN system, UN reform processes and UN programming at the regional and country level;
  • Experience or knowledge on the human rights international framework, parliamentary work, democracy, governance, rule of law, and related mandates within the UN system that are directly or indirectly germane to peace and justice [SDG 16].
  • Demonstrated analytical, facilitation and communications skills and ability to negotiate amongst a wide range of stakeholders.
  • Languages: English proficiency (written and spoken), working knowledge of French or Arabic languages are an asset.
  • Excellent conceptual and analytical skills, inquisitive ability and strategic thinking.
  • Excellent interpersonal and communication skills.

EVALUATION ETHICS

The evaluation must be carried out in accordance with the principles outlined in the UNEG ‘Ethical Guidelines for Evaluation’ as well as the KAICIID Monitoring and Evaluation Policy Framework. In particular, the evaluator must be free and clear of perceived conflicts of interest. To this end, interested applicants will not be considered if they were directly and substantively involved, as an employee or consultant, in the formulation of KAICIID strategies and programming relating to the outcome and programme under review.

ASSIGNMENT PERIOD & DELIVERY TIMEFRAME

The deliverables shall include an inception report (due within 10 working days of the start of the assignment), a draft evaluation report (due within 40 working days of start) and a final evaluation report (within 50 working days of start). The estimated period for the assignment is 40 working days spread out in up to 16 weeks from the start of the assignment.
