Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

One of the key areas of work for UN Women country office for Sudan is to support member States as they set global standards for achieving gender equality and works with governments to design policy frameworks, laws, programs, budgets and services needed to ensure that the golbal standards are effectively met, implemented and truly benefit women and girls worldwide.

In the Sudan context , in line with the strong commitment of the Transitional Government as stipulated in the constitutional Document August 2019 (CD 2019) to promote gender equality and human rights of women, would need to ensure necessary capacity of state institutions to meet its obligations on meeting global  standards in delivering for women across the socio-economic, cultural, civil, judicial and political domains. Such capacity would include a strong, functioning and resourced gender machinery and sectors equipped with specialized gender experts who can identify gender needs of different sectors and support the dialogue with the Gender Machinery to address them. A gender architecture with such chemistry is necessary and constitutes an important operational aspect that assists the state to delivers on its specific tasks related to gender equality and human rights of women as stipulated in the CD 2019.                                                                                                                                With the financial support of SIDA, UN Women is working with the Ministry of Labor and Social Development to strengthen the institutional mechanism of the Ministry to support gender mainstreaming in sectors’ intervention and targeted sector Ministries with gender advisors. The overall objective of the project is to equip Sudan with an effectual Gender Machinery to contribute to strengthen the capacity of federal and state institutions among which is the Ministry of Justice to deliver specific functions and responsibilities that accounts for gender equality and human rights of women.

In light of the above, UN Women will support the recruitment of  a Gender Officer who will be seconded to and based at the Ministry of Justice. The gender Officer will also closely work with the gender machinery; the Ministry of labor and Social Development to ensure coordination. Collaboration with other gender advisors at the Prime Minister’s Office, the Federal Ministry of Health, and Ministry of Finance to ensure the human rights of women remains important and necessary for an integrated response. In addition, collaboration with relevant civil society organizations, women’s groups and other stakeholders remains relevant and important to ensure a bottom up approach to work.

The Gender  Officer will work Under the direct supervision of the Under-Secretary/ Minister of Justice and in close coordination and collaboration with the General Directorate of Women and Family Affairs at the Ministry of Labor and Social Development. The Gender Officer maintains a secondary administrative reporting line to UN Women.

Duties and Responsibilities

  1. Ensuring Accountability to the human rights of women in the justice domain
  • Strengthening the gender and human rights architecture within the ministry of Justice promote women’s rights protection
  • Provide technical assistance to the Ministry Justice to ensure that the ministry meets its obligations under the Constitutional documents with regards to promotion and protection of human rights of women.
  • Assist the Ministry of Justice to strengthen its institutional capacity to account for human rights of women; Ensuring that the policy frameworks, legislations, budgets of the justice sector account for women’s rights,
  • Strengthen performance and accountability of the ministry to deliver for women in their different intersectionalities ;
  • Provide technical assistance to the ministry of justice to ensuring that draft bills including those related to the structures of the transitional period as stipulated in the constitutional document, and amendments to laws and procedures reflect the Sudan’s International, Regional and National obligation on human rights of women.
  • Assist the ministry of justice to enhance women’s access to justice, repeal/reform discriminatory laws, procedures and practices in public and private spheres, end violence against women and promote the indivisibility and protection of human rights of women including the economic, social and cultural rights of women.
  • Provide technical assistance to the ministry of justice to ensure that the legal framework, legal processes, procedures and practices are in line with the Sudan’s Regional and International obligations with regards to human rights of women.
  • Assist the ministry of Justice in strengthening the follow up to the concluding observations to Sudan of the treaty bodies, and recommendations of the UPR in the context of human rights of women.
  • Provide strategic advice to the Minister of justice/ undersecretary on women’s access to justice, human rights of women, reform/repeal of discriminatory laws, procedures and practices in public and private spheres, end violence against women, proposing legislative, institutional and other measures including adequate budgetary and other resources for the implementation  and monitoring of actions/interventions aimed at accounting for the human rights women during the transitional period with specific considerations to conflict affected areas.

2. Enhance coordination on gender and human rights of women

  • Contribute to the gender coordination system that will be led by the Ministry of Labor and Social Development to mainstream gender within the sectoral and executive system;
  • Set up a coordination system within the ministry of Justice to ensure flow of information to safeguard the promotion and protection of human rights of women and girls and coordinate related interventions.
  • Coordinate with other justice sectors to enhance women’s access to justice, repeal/reform discriminatory laws, procedures and practices, end violence against women; ensure justiciability, availability, accessibility, good-quality, provision of remedies and accountability of justice systems including on social, economic and cultural rights.
  • Coordinate with the justice sectors to conduct gender assessment and develop an action plan to ensure accountability to human rights of women and girls based on the assessment results; ensure dialogue across the justice sectors on accountability to the human rights of women.
  • Strengthen coordination between the ministry of Justice and civil society organizations, specifically women’s coalitions, groups and organizations.
  • Work in close coordination and collaboration with the relevant government institutions and Commissions to ensure accountability to the human rights of women including women’s economic, social and cultural right in transitional justice.

 

3. Build and strengthen strategic partnerships

  • Build and strengthen the strategic partnership between the ministry of Justice, Ministry of labor and Social Development, relevant governmental institutions, UN Women and other UN agencies on issues of shared concern on promotion and protection of human rights of women and girlsin the justice domain;
  • Create partnership with the academic institutions, CSOs and INGOs to help in the capacity building and researches pertinent to the ministry;
  • In close coordination and collaboration with the gender machinery, Office of the Prime Minister and the Commission on Women and Gender Equality, develop a manual/guidance on gender and anti-discrimination legal analysis to guide its legal drafting of laws, procedures and practice.
  • Develop guidance notes to help the justice sectors coordinate and mainstream the human rights of women in the legal framework, procedures and practice.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Law, human rights, gender/women's studies, or a related field is required ·
  • A first-level university degree in law or any related field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  •  A project/programme management certification would be an added advantage.

Experience

  • At least 2 years of progressively responsible work experience on gender justice programs, development programme/project implementation, coordination, monitoring and evaluation·
  •  Experience in researching in the [thematic areas] is an asset;
  •  Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements:

  • Fluency in Arabic and English
