Senior Fishery Resources Officer (Inland Fisheries)

The Fisheries and Aquaculture Policy and Resources Division (NFI) is responsible for the economic, social, institutional, governance and policy aspects of FAO's activities related to fisheries and aquaculture and their development, with particular emphasis on human well-being, food security and poverty reduction; post-harvest utilization, marketing and trade with due regard to the protection of the environment, food security and the well-being of fishing communities; collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery statistics and for the syndication of the FAO information on all aspects of world fisheries and aquaculture. The Division is also responsible for FAO's activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with modern management standards and best practices; development of fisheries technology, with due regard to the protection of the environment, food security and the well-being of fishing communities, including the safety of fishers and fishing vessels.

This post is located in the Marine and Inland Fisheries Branch, NFIF.

The Senior Fishery Officer reports to the Head of the Marine and Inland Fisheries Branch (NFIF) under the overall supervision of the Director, Fisheries and Aquaculture Policy and Resources Division (FIA).

The Senior fishery Officer leads the inland fishery team within NFIF, developing and managing the programme work in inland fisheries. This will include the assessment and management of global inland fishery resources and the development of approaches and tools to support such analysis and development of field programme and project to support member States, which require understanding of fishery management and ecosystem approaches, as well as the potential for use of ecosystem rehabilitation and restoration approaches (including nature based solutions). Cross-cutting skills and experience related to water and land ecosystems and between fisheries and socio-economic issues would be desirable.

Leadership and technical policy expertise for the planning, development and implementation of Division Programmes of work, projects, products, services in accordance with FAO Strategic Objectives.

• Plans, manages, or leads highly specialized or multi-disciplinary teams, leads, coordinates, and/or participates on Organization-wide, cross-division committees, project teams, and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies.

• Analyzes global and country specific requirements and relevant technical issues to provide critical input into the FAO Strategic Objectives, Programme of Work, work plans and the supporting budgets and/or resourcing strategies.

• Implements and monitors programmes of work involving the development of the approach, evidence based strategies, and related tools, methodologies and the supporting system/database, monitoring and reporting frameworks

• Conducts, designs and oversees research and analysis activities to support the development of technical standards, international instruments, innovation, technical reports, publications and/or on-going programme development as well as the provision of technical and/or policy advisory services

• Provides technical and policy advice to Member countries and technical support to decentralized offices in the development and implementation of their programmes.

• Leads and/or collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning, on-line tools.

• Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders.

• Leads and/or participates in resource mobilization activities in accordance with the FAO Corporate strategy.

• Leads and supervises the inland fisheries team within the NFIF Branch, developing and coordinating FAO Fisheries and Aquaculture Policy and Resources Division's (NFI) strategy to support global inland fisheries

• Leads FAO's analysis and tracking of the status of global inland fisheries. Leading the preparation of the regular publication of "State of global inland fisheries" and coordination of the national and regional assessment of inland fisheries and their publication is fishery circulars or technical papers

• Coordinates FAO's work on inland fisheries and its collaboration and partnership with other FAO branches and divisions;

• Advocates with other FAO divisions, ensuring that inland fisheries is taken into consideration in their field projects and technical publications

• Acts as the primary focal point for NFI's work on ecosystem restoration and its linkages with other divisions and organizations.

• Develops and maintains external liaisons with organizations, institutions and partners relevant to inland fisheries and NFI's work in this domain. Participate and provide technical information and advice on inland fisheries within FAO task forces and statutory bodies (e.g. FAO Committee on Fisheries, Regional Fishery Bodies)

• Leads the development of tools (and capacity building for their use) for improved management of inland fisheries applying the Ecosystem Approach to Fisheries management for inland fisheries. Strengthen approaches for data-poor assessment methods to inform management of inland fisheries (including EAF; Traditional Ecological Knowledge, Rapid assessment approaches for data poor situations such as emergencies)

• Develops and contributes technical advice and support to the implementation of regional and country level projects that are related to inland fisheries

• Advanced university degree in freshwater fishery management; natural resource management with specialization in fisheries; aquatic ecosystem management; or other field related to inland fisheries

• Ten years of relevant experience in inland fisheries assessment and management; aquatic ecosystem rehabilitation and restoration; transboundary water management; fishery statistics and data management; fisheries in development; supervising and/or developing inland fishery field projects

• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)
