UNICEF Lebanon seeks an interim Deputy Representative for 3 months to promote the rights of every child through its programmes, advocacy and operations. The Deputy Representative reports to the Country Office Representative for general supervision and direction. The Deputy Representative serves as principal support and adviser on the overall management of the country office, development of policies and strategies,  and under delegated authority, for coordinating and managing all phases of the Country Office Program from formulation to delivery of results in accordance with the UNICEF Strategic Plans, standards of performance and accountability framework, ethics and integrity.

UNICEF Lebanon seeks an interim Deputy Representative for 3 months to promote the rights of every child through its programmes, advocacy and operations. The Deputy Representative reports to the Country Office Representative for general supervision and direction. The Deputy Representative serves as principal support and adviser on the overall management of the country office, development of policies and strategies,  and under delegated authority, for coordinating and managing all phases of the Country Office Program from formulation to delivery of results in accordance with the UNICEF Strategic Plans, standards of performance and accountability framework, ethics and integrity. 

How can you make a difference?

The Deputy Representative is responsible for overall leadership and managerial guidance on policy direction and programme initiatives. He/she is accountable for programme coordination, and management of all phases of programme formulation, planning, design, and implementation.

Under the direct guidance of the Representative, the Deputy Representative shall undertake the following responsibilities:

  • Effective leadership, managerial guidance and coordination are provided to ensure the achievement of programme goals through and environment in which programme staff both women and men, can function at the highest standard of efficiency and competency. Implementation of the Country Programme and its activities promoted in line with national development priorities, and the UN Development Assistance Framework.
  • Country programme management is fully supported by effective knowledge management and system.
  • Situation Analysis is prepared/updated, critical programme intervention point, measures or adjustments are identified, programme work plans and recommendations are prepared and incorporated, and the application of gender mainstreaming is integral to all work processes.
  • Rights-based and Results-based management approach is fully incorporated into all phases of programme and project programming, and the value and quality of programme/project strategy and implementation effectively are enhanced.
  • Programme efficiency  and  delivery are improved through effective  programme   planning, monitoring and evaluation.                                                     -            -
  • UNICEF programme evaluations are effectively conducted in compliance with the established UN quality standards, and the results are disseminated in a timely fashion to stakeholders in order.to improve programme performance.
  • Commitment and institutional capacities of the national and local partners are effectively gained and promoted.
  • Rights perspective an advocacy at the-national, community and family levels are incorporated into policy analysis for establishing and elevating UNICEFs credibility in national and international policy debate.
  • Effective advocacy, communication and networking are achieved through partnership and collaboration.

To qualify as an advocate for every child you will have…

  • Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.
  • Ten years of relevant professional work experience.
  • Strong experience in programme/projects management.
  • Strong managerial experience.
  • Building strategic alliances and partnerships and resource mobilization.
  • International and developing country work experience and field work experience. 
  • Experience in emergency context, particularly in the MENA context.
  • Fluency in English, knowledge in Arabic and/or French is an asset.
