ORGANISATIONAL & COUNTRY CONTEXT

WFP is leading the UN Sustainable Development Partnership Framework (UNSDPF) (2019 – 2023) outcomes on setting up national rapid post-disaster needs assessment capacity; national rice fortification programme; transition of the national school feeding programme to a national school nutrition and feeding programme; and strengthening national capacity to prepare for and respond to disasters.

KEY ACCOUNTABILITIES (not all-inclusive)

The Strategic Outcome Manager will be responsible for the following duties (not all-inclusive):

•    Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance. 
•    Support the identification, development and management of potential partnerships for improved national programmes and policies in nutrition, food security, agriculture and climate change. Focus

     particularly on relevant Government of Bhutan entities, development partners and international financial institutions.Draft project proposals. 

•    Research and analyse policy and operational issues with a view to providing input into Bhutan’s 21st Century Roadmap on agriculture, food security and nutrition, in collaboration with national sector working groups. 
•    Strengthen the capacity of national government, partner and WFP staff to:
        - Adapt to climate change;
        - Pilot innovative approaches and integrate technology into national programmes and plans;
        - Transform the National School Feeding Programme to a National School Nutrition Programme, linking school menus to local food producers; 
        - Implement an innovative national behaviour change communication strategy to improve dietary and health practises for Bhutan’s children; 
•    Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries. 
•    Manage projects and funds. Prepare accurate and timely reports on programmes and activities that enable informed decision making.
•    Liaise with internal and external counterparts to ensure effective collaboration, particularly through the UN Sustainable Development Partnership Framework.
•    Perform other related duties as required.
 

STANDARD MINIMUM QUALIFICATIONS

Work Experience:
   •    A minimum of three years of progressively responsible work experience in humanitarian and/or development assistance in leading and implementing programmes; experience in public policy,

        capacity strengthening programme design and management; 
   •    Experience in engagement and in providing input into programme policy discussions; 
   •    Experience in working with partnership issues. 

 

Knowledge & Skills:
   •    Excellent partnership and interpersonal skills required, including strong professional communication skills.
   •    Strong analytical and report writing skills.
   •    Ability to work within tight deadlines and manage multiple tasks simultaneously independently.
   •    Proven ability to conceptualize, develop, plan and manage programs, leadership and teamwork skills, good analytical, communication, negotiation and advocacy skills.
   •    Ability to work in a team and establish effective working relationships with people of different national and cultural backgrounds.
   •    Advanced computer skills with mastery of Windows and Microsoft Office.
   •    General knowledge of WFP programs is an advantage.
   •    Knowledge of UN system policies, rules, regulations and procedures is an added advantage.  

 

Education: 
   •    Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development

        assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

 

Language:
   •    Fluency in spoken and written English and Dzongkha is required. Proficiency in a second UN languages is an advantage.
