The International Renewable Energy Agency (IRENA) is an intergovernmental organisation that supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. IRENA promotes the widespread adoption and sustainable use of all forms of renewable energy, including bioenergy, geothermal, hydropower, ocean, solar and wind energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. With a mandate from countries around the world, IRENA encourages governments to adopt enabling policies for renewable energy investments, provides practical tools and policy advice to accelerate renewable energy deployment, and facilitates knowledge sharing and technology transfer to provide clean, sustainable energy for the world’s growing population.

IRENA supports countries’ capacity to design long-term enabling policy frameworks through providing analyses of policies and measures, including trends in their adoption, and best practices and lessons learnt in their design and adaptation to changing market conditions. In addition, IRENA supports countries in maximising the socio-economic benefits of their energy transitions through measuring expected benefits such as jobs, assessing requirements for the development of renewable energy value chains, among others.

 

Duties and Responsibilities

 

Under the overall guidance of the Director of the Knowledge, Policy and Finance Centre and direct supervision of the Head of the Renewable Energy Markets Unit, the Programme Officer (Policy Advice) will perform the following duties\:

 
  • Carry out analytical work on policies and measures to support the energy transition focusing on the deployment and integration of renewables in the energy sector;
  • Undertake in-depth analysis on deployment, enabling and integrating policies to support the energy transition in transport and industry, in addition to analysing policies and regulations to support the deployment of distributed renewable energy generation;
  • Analyse country and region-specific data and policies and measures (e.g., auctions, NDCs and targets, finance landscape and instruments) to provide advice on policies and finance for the energy transitions of countries and regions;
  • Support countries in the improvement and implementation of their NDCs by providing advice on renewable energy target setting, deployment policies and financing mechanisms;
  • Ensure coordination with other teams and divisions within IRENA, on topics including renewable energy policies, finance, roadmaps and energy planning, technologies or costs, contributing to knowledge management within the Agency;
  • Coordinate projects and provide guidance to consultants and contractors as required;
  • Prepare written outputs, participate and assist in outreach and communication activities, and foresee the next steps and knowledge gaps to be filled;
  • Assist in the planning and coordination of the work programme of the unit and contribute to its successful implementation;
  • Assist in the organisation and implementation of side events and plenary discussions on topics related to renewable energy policies and finance at the IRENA General Assembly and Meeting of the Council including the IRENA Policy Day;
  • Perform other duties and daily tasks as required.

Qualifications
 

Education\: Advanced university degree (Master’s or equivalent) preferably in economics. Other disciplines such as engineering or relevant energy-related social science discipline will be considered. Analytical and research skills as well as a solid understanding of energy policy and energy economics are key pre-requisites.  

 

Experience\: A minimum of five years of progressively responsible experience in energy economics, macroeconomic analysis, energy policies and energy planning. An important advantage would be experience and analytical work in macroeconomic analysis based on macro-econometrics, computable general equilibrium (CGE), or others. Additional assets would be work experience and/or analytical experience in labor, development economics, renewable energy policies in countries with high shares of renewables, or electricity market design. Demonstrated ability to implement projects with good analytical skills and to produce reports and papers on applied economics, policy and energy issues.

 

Language and IT skills\:  Excellent command of both written and spoken English. Knowledge of other languages would be an advantage. Excellent IT skills, including advanced Excel user dealing with large amounts of data.
