Overview of position
  • In 2006, the Department of State / International Narcotics & Law Enforcement (DOS / INL) established the corrections system support program. Under this program, INL initiated the design & build of the Wardak prison, consisting of 38 buildings & pieces of supporting infrastructure. In late 2013, INL transferred the Wardak prison to the Afghan Ministry of Interior (MOI) & initiated a 1 year warranty period.
  • In 2017, SIGAR conducted 6 site visits to Wardak prison, noting several life & safety deficiencies at the prison (including 8 design & 9 construction related ones). SIGAR published the final report on July 2018.
  • In line with the SIGAR findings, INL approached our client to discuss infrastructure support for Wardak prison, focusing on completing repairs to the facility & fulfilling SIGAR’s recommendations.
Role objectives
Reporting directly to the Rehabilitation of Wardak Prison Project Manager, the QA / QC Engineer is expected to perform the following duties & responsibilities:
  • Prepare QA / QC plans for new construction & rehabilitation works.
  • Ensure the establishment of quality procedures including time limits for inspection, sampling & testing of works & other QA / QC requirements.
  • Oversee & manage quality assessment of materials through regular & rigid laboratory tests.
  • Ensure specific quality standards are constantly met at all levels of construction projects.
  • In consultation with the project staff, review technical specifications & recommend standard construction specifications for all items of works for their effective use in projects’ works.
  • Review all standard test forms to be used during laboratory tests, QA testing schedules, procedures & evaluate results as appropriate.
  • Review contractor practices & conventional methodologies & make recommendations where remedial action is required.
  • Work with Project Engineers & design consultants for establishing procedures with time limits for the inspection, sampling & testing of works & all other QA / QC requirements.
  • Conduct initial survey queries on sources to materials, ensuring quality & quantity is of economic value to the project.
  • Cooperate with the Project Quality Engineer (PQE) to analyses of non conformities.
  • Perform daily checks to assure control activities, including testing (FDT, concrete test, geotechnical report, site survey & etc.) & compliance.
  • Conduct all completion inspections, punch-out, pre final & final acceptance.
  • Check to assure all materials & equipment have been tested, submitted & approved.
  • Review all submittals to insure compliance with the plans & specification.
  • Inspect all material delivered, at the time of receipt, to ensure compliance with submittals & specifications.
  • Ensure compliance with QA / QC requirements in civil works carried out by the contractors.
  • Discussing & solving complex problems with co workers, sub contractors, suppliers & customers.
  • Supervises the QC functions / activities of a project or its parts, including QC inspection schedules & the collection of quality records.
  • Perform other duties as may be assigned.
Monitoring & progress controls:
  • Establishment of procedures with time limits for inspection, sampling & testing of works & all other electrical requirements.
  • Implementation & monitoring of quality assessments.
  • Supervises the QC functions / activities of a project or its parts, including QC inspection schedules & the collection of quality records.
  • Review all submittals to insure compliance with the plans & specification.
  • Daily / Weekly / Monthly report to the Project Manager on project progress activities.
Project reporting
This role reports directly to the Rehabilitation of Wardak Prison Project Manager, the QA / QC Engineer.
Key competencies - Demonstrated planning & organizational skills & ability to coordinate the work of others, work on tight deadlines & handle multiple concurrent activities.
- High degree of personal initiative & willingness to accept wide responsibilities.
- Excellent interpersonal skills, ability to establish & maintain effective working relationships in a multicultural, multi ethnic environment with sensitivity & respect for diversity.
- Excellent communication skills (spoken, written & presentational), including ability to present sensitive issues / positions & to write reports & technical decisions quantitatively justified.
- Proficiency in usage of computers, office software packages & advanced design management software.
- Competent user of project control software, such as MS Project & AutoCAD.
- Excellent knowledge of both written & oral English is required.

This role has no team management responsibility.
