Finance Group

The purpose of the Finance Group is to lead and develop the organization’s finance strategy and practice. The core functions of the Finance Group are to:

a.      Articulate finance policies and processes; enable operationalisation and managerial oversight through appropriate systems and reports; provide corporate advice and guidance; and strengthen the knowledge, skills and career development of finance practitioners.

b.     Steward the resources of the organization, ensuring cost recovery and accurate financial reporting to partners; maintain appropriate controls and integrity of financial management in accordance with relevant international standards; enable prudent management and growth of financial assets; and build an informed and shared management engagement on financial issues in support of the organization’s business strategy.

c.      Identify and develop opportunities for the provision of financial management services for partners and ensure appropriate modalities for service delivery.
The responsible and transparent financial analysis and reporting of financial resources to governing bodies, clients, partners and stakeholders enhance the visibility and image of UNOPS as an effective service provider in project services and management and consequently strengthen its competitive position as a partner of choice in sustainable development and project services in the country served.

The Finance Senior Analyst - Planning and Budgeting reports to the Head of Financial Planning and Budgeting who provides broad supervision and guidance. The role is responsible for supporting the implementation of the annual budgeting cycle and the internal investment management process, based on strategy requirements.  It is also responsible for assisting with the development of organizational analysis on progress towards strategy implementation.

Financial planning and internal investment process
  • Provide analysis and support on the organization-wide processes for budgeting, forecasting, target setting and resource allocation

  • Assist the Head of Financial Planning and Budgeting by providing analysis to support recommendations on key assumptions required for the annual budgeting process.

  • Assist in the consolidation of UNOPS overall budget.

  • Assist the Head of Financial Planning and Budgeting to monitor and evaluate the implementation of budgets, highlighting deviations

  • Provide analysis and support on the UNOPS position table and quality assure the implementation against the approved budget

  • Provide analysis and support on the administration of internal investment approval processes and related reporting

Corporate advisory
  • Support and assist the Head of Financial Planning and Budgeting and the Deputy CFO by providing analysis to support the development financial and non-financial KPI's.

  • Analyze actual financial results to understand key business drivers and variances to budget/forecast.

  • Provide analysis and support as required for discussions on UNOPS Budget Estimates

Knowledge management and innovation
  • Constantly monitor and evaluate policies, procedures, methods, tools and associated systems to ensure its utility, applicability and efficacy. 

  • Design/propose refinements to processes to maximize the benefits of management information systems to enhance efficiency and facilitate organizational/management monitoring, oversight and reporting. 

  • Support training events to build capacity of stakeholders on financial planning, budgeting and internal investment processes

Education/Experience/Language requirements


Education:
  • A Master’s degree in business administration, finance, accounting or other relevant field is required.

  • A Bachelor’s degree in above related fields and 2 additional years of relevant experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 2 years of relevant experience in a large international organization or business corporation is required. 

  • A minimum of 2 years of relevant experience working with budgeting and forecasting is required.

  • Experience working with target setting and resource allocation is desired.

  • Experience working with large datasets is desired.

  • Experience working with G-Suite is desired, and knowledge of working with G-sheet will be s strong asset.


Language Requirements:
  • Full working knowledge of English.  
  • Knowledge of another official UN language is an asset.

Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
