ORGANIZATIONAL CONTEXT

This position will be based in La Paz, Bolivia.

The selected candidate will work under the close support and guidance of the Head of Programme, receiving guidance and regular feedback on work performed. He/she will be involved in programme policy activities or similar nature and analytical work of limited complexity.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
  1. Contribute towards the development of a limited number of activities, plans and processes, ensuring alignment with the Country Strategic Plan (CSP), WFP´s corporate policy, Agenda 2030, UNDAF and Bolivia´s National Development Plan or similar strategic document.
  2. Provide project management support to specific and defined activities and projects of any size, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained, and relevant systems are updated, such as COMET, SCOPE, etc.
  4. Coordinate and assure the corresponding monthly GRN for every activity executed on a monthly basis.
  5. Research and analyze policy and operational issues to support senior colleagues in the development of policies, programmes, and activities.
  6. Collect information from reliable national sources on the principal food security and emergencies indicators and the database updated on a monthly basis or as required to facilitate corporate reporting, briefings, and the drafting of thematic papers  
  7. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  8. Support resource mobilization through the drafting of concept notes and proposals.
  9. Formulate project proposals, operational plans, including budgets.
  10. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  11. Attend, when required, meetings, workshops, seminars in representation of WFP.
  12. Support the identification, development, and management of potential partnerships to collaborative working leading to improved food assistance packages.
  13. Support the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs, promoting all the range of food assistance modalities as per approved CSP.
  14. Provide guidance to support staff, acting as a point of referral, and assisting them with analysis and queries.
  15. Perform other duties as required.

 

STANDARD MINIMUM QUALIFICATIONS

Bolivian nationality or valid work visa.

Education: Master's degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or another field relevant to international development assistance.

 

Experience: At least seven (7) years of professional experience with gradually increasing responsibilities in designing, implementing, and monitoring humanitarian and/or development programmes with international agencies or non-governmental organizations. Of these, at least two (2) years of experience working with projects or programmes executed together or for the central, departmental or municipal governments.

 

Experience of work with an UN agency is considered an asset.

 

Language: Fluency (level C or equivalent in Bolivia (i.e. CBA Advanced Level)) in the English language.
