Founded in 1933, the IRC is a leading nonsectarian, voluntary organization providing relief, protection and resettlement services for refugees and victims of oppression or violent conflict. One aspect of the IRC is to provide assistance to refugees resettling in the United States. The IRC opened a Denver office in 2016 to provide reception and placement services to newly arrived refugees. The office is slated to resettle approximately 200-250 refugees per year and provides wraparound program services that assist refugees, asylees, Cuban and Haitian entrants, victims of trafficking, survivors of torture, asylum seekers, and other immigrant populations. Most services are available for at least five years following arrival to the U.S. or gaining status that confers eligibility for services. The IRC in Denver's service approach is client-centered, empowerment-focused, trauma-informed, and multigenerational.
IRC in Denver’s Health Program seeks to address clients’ immediate health needs, while supporting their long-term independence and access to preventive care, primary care, and any needed specialty care. The Health Program team assists clients in accessing health screenings upon arrival or enrollment into IRC’s services. Support is provided to IRC clients to connect them to a primary care provider and promote independent navigation of the health care system. To this end, the team provides clients with an initial introduction to the U.S. health care system, and promotes wellness by ensuring clients are oriented to health topics and educated on how to access and navigate the health benefits and services.
The Health Program Coordinator works closely with members of the IRC in Denver’s multidisciplinary team and cultivates strong working relationships with a wide range of community partners. The Health Program Coordinator is the main point of contact between contracted refugee health screening providers, other health providers and the IRC, and serves as the primary liaison between the IRC and the State Refugee Health Coordinator. The Health Program Coordinator is responsible for ensuring that IRC clients complete mandatory screenings, have appropriate access to health services, and understand the benefits for which they are eligible. The Health Program Coordinator also assures that health services and programming are delivered in an equitable, timely, professional, and efficient manner in accordance with IRC quality standards, IRC policies and procedures, local and state regulations, established federal guidelines, and donor requirements.
As the leader of the IRC in Denver’s Health Program, the Health Program Coordinator oversees and guides a team of Health Program Aides and interns. The Health team collaborates to deliver services and programming under the Reception & Placement (R&P) program under contract with the U.S. Department of State, the Matching Grant (MG) program under contract with the Office of Refugee Resettlement within the U.S. Department of Health and Human Services, and the Reach Program under contract with the Colorado Refugee Services Program (CRSP) within the Colorado Department of Human Services, as well as privately funded grants and initiatives implemented in partnership with the Colorado Health Foundation and Colorado Access. This position reports to the Resettlement and Integration Manager.
Responsibilities include, but are not limited to:
•Review overseas medical documents of cases scheduled to arrive and coordinate with casework and employment teams to ensure clients with high medical needs receive appropriate housing, employment, cash assistance, etc.
•Schedule and coordinate initial health screenings for all clients, working in collaboration with refugee screening health partners to achieve Colorado’s goal of assuring initial health screenings are completed within 30 days of arrival or eligibility.
•Provide assistance to clients to ensure timely provision and coordination of post-screening appointments and medical services, particularly for those with serious health conditions.
•Assist clients to establish a medical home whenever possible.
•Oversee and manage implementation of health home visits, and medical case management for all clients under the Colorado Health Foundation and Colorado Access health education grants.
•Facilitate communication between clients, state and local health departments, medical providers, and resettlement agency staff to support provision of needed services for newly arrived refugees and those with serious health conditions.
•Oversee delivery of health-related orientation information to newly arrived refugees and provide written and visual information on health topics to refugees as needed.
•Arrange for transportation as needed for refugees to attend follow-up medical appointments, connecting patients with Medicaid’s non-emergency medical transportation service (currently IntelliRide) if applicable.
•Provide information to refugees on medical insurance plans (Medicaid, CHP+) or referrals to the health insurance marketplace as appropriate.
•Ensure eligible families are connected to the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).
•Apply a 2Gen (multi-generational) approach when working with clients.
•Monitor program services and adapt as needed to promote gender equity.
•Provide training for community health service providers on the special cultural and linguistic needs of refugees, and providers’ obligations to respond to those needs.
•Maintain an up-to-date list of community health resources and conduct outreach to potential new providers as needed to ensure adequate support for clients.
•Work collaboratively with providers, broader metro refugee medical screening partners, and State Refugee Health Coordinator to troubleshoot barriers and problems that inhibit refugees’ access to needed services and related systems.
Contract Compliance and Documentation
•Ensure that program services are provided in accordance with quality assurance standards of the IRC and accrediting organizations as applicable, and compliant with HIPAA, all contractual obligations, and guidance provided by state and federal agencies.
•Oversee compliance in documentation maintained in case files and data captured to meet reporting requirements, conducting regular and timely quality assurance of both hard-copy and electronic case files per best practice standards.
•Apprise the State Refugee Health Coordinator of any refugees diagnosed with diseases of public health importance and ensure timely reporting of any anomalies.
•Participate in monthly and ad hoc conference calls or meetings facilitated by the State Refugee Health Coordinator, CRSP and/or other state and local partners.
•Participate in all program meetings, staff development activities, and other duties as assigned.
•Support the Development Coordinator with proposal development and reporting for active health-related grants.
•Comply with all policies, procedures, and protocols of the agency, placing importance on client confidentiality.
KEY WORKING RELATIONSHIPS:

•Bachelor’s degree in social work, public health, or a related field of study preferred; may be substituted with equivalent number of years of relevant work or lived experience.
•At least one-year of relevant experience in human services field or in refugee resettlement.
•Demonstrated success working and communicating effectively in a multi-cultural environment.
•Proven ability to contribute both independently and as a key team member.
•Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
•Fluent in English, both spoken and written; bilingual ability in a language spoken by the local refugee population is strongly desired.
•Working knowledge of Medicaid and HIPAA preferred;
•Understanding of and commitment to high standards in client confidentiality;
•Excellent verbal and written communication skills;
•Proficient in Microsoft Office applications (Word, Excel, Outlook).
•Valid driver’s license and access to a reliable vehicle with current insurance required.
•Standard office work environment combined with considerable time in the field at clinics.
•Travel in and around the service delivery area to accompany clients, provide care coordination and collaborate with colleague service providers.
•Hours outside of typical office hours required on occasion.
