Organizational Setting

FAO Bangladesh assists the Government to formulate policies, programmes and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. The position of National GIS Specialist will contribute to the development of FAO’s field programmes and projects in the country being implemented in the them in the sectors of food security, agriculture and rural development.

Reporting Lines

The National GIS Specialist is a SC 8 position under the overall supervision of the FAO Representative in the Bangladesh, however works in close consultation with the Assistant FAO Representative (Programme), and other project coordinators and under direct supervision of the Resilience Programme Manager.

Technical Focus

The Consultant will work as part of a multidisciplinary team on a day to-day basis with the overall aim of developing a comprehensive and dynamic GIS maps for the projects and programmes.

Tasks and responsibilities

  • Provide technical assistance and support in the areas of GIS, mapping and Remote Sensing analysis.
  • Coordinate the implementation of GIS/RS related trainings for internal staff and partner agencies.
  • Prepare an index of available satellite images, maps of sources of relevant information.
  • Work with the Forestry Unit to analyse images to detect change of forest cover and prepare activity maps depending on the assessment needs.
  • Contribute to and provide GIS support to Technical Working Group partners to increase capacity for database management, beneficiary mapping, tracking and analysis in the various sectors.
  • Prepare maps of the targeted areas by the various projects implemented by the FAO Country Office and in particular the Resilience and Emergency projects.
  • Work with the relevant International and National consultants to reinforce/ strengthen the specialized GIS Units of projects in resource monitoring and information management.
  • Lead in the updating of regular assessments of historical changes of land cover, agricultural use and forests stands.
  • Provide support in developing geospatial database of forestland boundaries.
  • Perform spatial analyses related to addressing fuel wood demands for various regions of Bangladesh as requested specifically the project sites.
  • Perform spatial analyses of various ecological zones as requested.
  • Provide key institutional memory and perspectives; assisting and orienting new staff in their technical duties.
  • Contribute to plans and strategies for the implementation of FAO’s medium and longer-term work in the country,
  • Work closely with the Monitoring and Evaluation Unit to capture lessons learned and best practices for sharing to the wider community of stakeholders.
  • Assist in any other tasks under the projects or programmes at the instruction of the FAO Representative, the Assistant FAO Representative (Programme) and the Resilience Programme Manager.
  • Perform other related duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

    • Advanced university degree in Geographical Informational Systems, Geospatial Engineering or related fields.
    • Minimum of 5 years of relevant experience in monitoring and evaluation in a humanitarian and/or development context with good analytical and reporting skills.
    • Working knowledge of English.

    • Knowledge of/familiarity with statistical packages and computer analytical tools is necessary.
